The Regional Director of Procurement directs regional sourcing, contracting, supply chain management, and purchasing activities for assigned properties. This role executes corporate strategic sourcing initiatives at the regional level, aligning regional purchasing practices, supplier relationships, and contract execution with enterprise-wide sourcing strategy. The Regional Director of Procurement partners with corporate Strategic Sourcing to maximize market leverage, deliver best value, ensure reliable availability of goods and services, and maintain compliance with regulatory and internal requirements across the region.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following and other duties may be assigned as necessary:

• Directs regional Purchasing and Warehouse operations, including staffing, departmental goals, performance objectives, and operational execution across assigned properties.
• Translates enterprise procurement and strategic sourcing strategy into practical regional execution, developing and implementing sourcing plans for assigned categories in partnership with key stakeholders and Procurement Leadership.
• Serves as the regional subject matter expert for the procure-to-pay (P2P) system, including requisitions, purchase orders, receiving, contract lifecycle management (CLM) requests, supplier enablement, and catalogs, ensuring accurate and compliant system usage across properties.
• Facilitates local and regional contract routing, execution, renewal, and expiration management; prepares executive summaries for contracts requiring leadership approval; and engages Legal appropriately based on contract risk, scope, or redline requirements.
• Ensures all supplier licensing and jurisdictional requirements are met prior to contract execution.
• Manages departmental budgets, monitors performance against budget initiatives, validates cost savings, and escalates budget concerns or deviations to leadership.
• Analyzes regional and local supplier spend to identify savings, consolidation, and compliance opportunities; conducts supplier performance and business reviews; and reviews bid exception documents.
• Leads team development, performance management, coaching, salary review input, succession planning, and other administrative and human resources activities for the department.
• Ensures regional properties are represented in regional and national sourcing decisions and comply with approved contract provisions.
• Partners with property and functional leaders to coordinate category management, strategic sourcing activities, supplier needs, and regional purchasing priorities.
• Drives continuous improvement in procurement processes, systems, tools, reporting, and standard work across assigned properties, and serves as the first-level escalation point for complex sourcing, contracting, or compliance issues.
• Delivers agreed-upon savings goals and identifies opportunities to improve total cost of ownership, contract compliance, and supplier performance.
• Builds cooperative supplier relationships, ensures suppliers are treated professionally, ethically, and fairly, and monitors supplier performance against established standards.
• Enforces procurement policies, internal controls, and approval authority requirements; leads regional readiness for internal and external audits, including review of SOX narratives; and ensures fulfillment of state, local, and diverse spend requirements and other jurisdictional mandates.
• Performs special projects and other duties as assigned.

• Achieves regional procurement savings targets and supports budget adherence.
• Improves contract compliance, supplier performance, and total cost of ownership.
• Increases percentage of spend aligned to contracted and preferred suppliers and approved programs.
• Drives adoption of P2P system standards, including reduction in areas that are aligned with national goals and standards.
• Ensures on-time contract reviews and renewals, with no high-risk contract exceptions left unescalated.
• Reduces process variation and improves standardization across assigned properties.
• Maintains reliable availability of goods and services to support property operations.
• Achieves successful completion of internal and external audits with no repeat findings, and full compliance with licensing, jurisdictional, and diverse spend requirements.
• Develops, retains, and coaches high-performing procurement and warehouse teams, with strong succession bench strength.

• Must be able to communicate effectively in English, both orally and in writing.
• Must be able to obtain appropriate gaming licenses in multiple jurisdictions.
• Bachelor's degree in business, finance, supply chain, or a related field preferred.
• Seven or more years of procurement experience, including five or more years in a procurement leadership role.
• Experience leading remote or geographically dispersed teams.
• Proven track record creating and implementing strategic sourcing initiatives in a medium- to large-size corporate environment with multiple business units in different states.
• Demonstrated ability to collaborate across multifunctional teams and multiple geographies.
• Ability to communicate effectively with all levels of employees and external contacts.
• Ability to review, understand, and act on procurement, contract, financial, and operational documentation.
• Ability to direct the work of team members and monitor performance against objectives.
• Ability to travel as needed.
• Ability to perform financial analysis and evaluate total cost of ownership factors.
• Ability to anticipate, assess, and manage risk factors.
• Strong negotiation and contract skills across a variety of contract types.
• Experience working directly with internal customer and cross-functional groups.
• Working knowledge of computerized inventory and eProcurement systems (e.g., Coupa).

LANGUAGE SKILLS

Ability to read, write, and communicate verbally in English.

REASONING ABILITY

Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
