Overview
The Program Manager (PM) serves as the key management lead for the Commander, Naval Surface Forces, Pacific Fleet (CNSP) Readiness Assistance Training Team (RATT) program. The RATT provides shipboard training, technical assistance, and readiness support to surface ships throughout the Pacific Fleet.
The Program Manager is responsible for managing the RATT workforce and overall contract effort across multiple geographic locations. The PM balances personnel and resources against simultaneous shipboard support requirements, monitors contract performance, and ensures the RATT workforce is effectively aligned to meet PACFLEET ship readiness requirements and event timelines.

Key Responsibilities
- Lead the overall execution and management of the RATT contract
- Manage and balance the RATT workforce to meet multiple concurrent event requirements and timelines
- Oversee personnel across multiple labor categories and geographic locations
- Monitor contract performance and ensure effective execution of PWS requirements
- Manage personnel and resources supporting PACFLEET ships
- Provide leadership and oversight appropriate to a geographically dispersed Navy readiness support effort
Requirements
Required Qualifications
- Minimum 15 years of experience managing various labor categories and monitoring the performance of federal Government service contracts
- Project Management Professional (PMP) certification by contract award or within three months of award
- Senior U.S. Navy ship leadership experience as both:
- A Surface Warfare Officer (SWO)
- Commanding Officer of a U.S. Navy warship
- Senior U.S. Navy ship engineering leadership experience as Chief Engineer of a U.S. Navy warship
- Navy maintenance or training staff experience, such as Immediate Superior in Command (ISIC), Type Commander (TYCOM), or Afloat Training Group (ATG)
- Extensive Navy technical management experience
- Extensive experience developing, implementing, and controlling Navy ship maintenance strategies and processes
- Supervisory experience in analyses, information system operations, and implementation of related technical projects
- In-depth knowledge of Navy ship depot-level maintenance processes
- Navy shipboard experience across multiple ships
Education
- Post-graduate degree from an accredited university in management or a technical field
Security Clearance
- Must possess and maintain a SECRET clearance
Desired Qualifications
- 25 or more years of experience managing labor categories and monitoring the performance of federal Government service contracts
