Job Purpose

HanmiGlobal is seeking a highly qualified Quality Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will drive the program-wide quality assurance and compliance frameworks for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

You will be providing program-level leadership, governance, coordination, and quality management oversight for all QA/QC activities across the program, ensuring all audit protocols, non-conformance frameworks, compliance monitoring, and continuous improvement initiatives are fully integrated and compliant with contractual obligations, approved specifications, regulatory standards, and Client’s expectations, while supporting the successful delivery of the overall development program.

Key Responsibilities

  • Establish and maintain the Program Quality Management System (QMS), quality procedures, standards, templates, governance processes, and reporting requirements.
  • Ensure consistent implementation of quality management practices across all program packages while promoting a culture of quality, compliance, accountability, and continuous improvement.
  • Review and validate Quality Management Plans submitted by Lead Developers, consultants, and contractors.
  • Monitor implementation and effectiveness of Quality Assurance (QA) and Quality Control (QC) processes to ensure compliance with contractual requirements, approved specifications, engineering standards, and applicable regulations.
  • Oversee inspections, testing activities, quality records, performance indicators, and quality reporting across the program.
  • Develop and implement the program-wide audit schedule and lead internal and external quality audits, surveillance activities, and compliance assessments.
  • Monitor the timely closure of audit findings, non-conformances, corrective and preventive actions (CAPA), and lessons learned.
  • Ensure compliance with ISO 9001 and other applicable quality management standards while driving continuous improvement initiatives and quality awareness programs.
  • Lead quality review meetings, workshops, and coordination sessions with PMCM teams, Lead Developers, consultants, contractors, and stakeholders.
  • Prepare executive quality dashboards, KPI reports, management summaries, compliance assessments, and recommendations for PMCM Management and the Client.
  • Support risk management activities by identifying quality-related risks and promoting engineering excellence throughout the program.

Requirements

Qualifications & Experience

  • Bachelor's Degree in Engineering, Construction Management, Quality Management, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • Minimum of fifteen (15) years of professional experience in quality management, quality assurance, quality control, infrastructure delivery, urban development, or major capital projects.
  • Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on large-scale infrastructure and land development programs in Saudi Arabia or the GCC.

  • Proven experience establishing and maintaining a Program Quality Management System (QMS)
  • ISO 9001 compliance and audit management experience
  • Audit management, inspections, testing oversight, and surveillance experience
  • Non-conformance, corrective and preventive actions (CAPA) and lessons learned management
  • Quality KPI reporting, executive dashboards, and performance monitoring
  • Quality risk management, root cause analysis, and engineering assurance
  • Leadership, stakeholder management, communication, strategic thinking, and problem solving skills
