Job Description:

Parsons is looking for an amazingly talented QA/QC Manager (Theme Park & Entertainment)  to join our team in Qatar!

In this role, you will be part of the Project Management Consultant (PMC) team supporting the delivery of a landmark luxury hospitality and entertainment development featuring immersive entertainment experiences, world-class hospitality, premium retail, and diverse leisure attractions.

You will lead the establishment, implementation, and maintenance of the Project Quality Management System throughout design, procurement, construction, testing and commissioning, handover, and the Defects Liability Period. You will coordinate quality activities across the Design & Build Contractor, Supervision Consultant, design teams, specialist consultants, attraction vendors, and suppliers to ensure compliance with contractual requirements, approved specifications, applicable standards, and the Client’s quality objectives.

What You’ll Be Doing:
  • Develop, implement, and maintain the Project Quality Management System in accordance with ISO 9001 and the Client’s quality requirements.
  • Review and monitor Project Quality Plans, Inspection and Test Plans, Method Statements, and quality procedures prepared by the Design & Build Contractor and Supervision Consultant.
  • Monitor compliance with the Contract Documents, approved drawings, specifications, project standards, and applicable statutory and regulatory requirements.
  • Coordinate quality assurance activities across the Lead Design Consultant, Architect of Record, Design & Build Contractor, Supervision Consultant, specialist consultants, attraction vendors, and suppliers.
  • Plan and conduct quality audits, surveillance activities, inspections, and management reviews to verify compliance with approved quality processes.
  • Monitor inspection activities, material approvals, testing requirements, and quality records throughout the project lifecycle.
  • Manage the review, tracking, and close-out of Non-Conformance Reports, Corrective Action Requests, observations, and quality improvement actions.
  • Monitor quality performance through KPIs, dashboards, trend analysis, and regular reporting to the Project Director and Client.
  • Coordinate Factory Acceptance Tests, Site Acceptance Tests, mock-ups, sample approvals, and witness inspections for critical systems and specialist installations.
  • Support testing and commissioning activities by verifying quality readiness, documentation completeness, system compliance, and progression through established quality gates.
  • Coordinate quality reviews during snagging, de-snagging, substantial completion, handover, and the Defects Liability Period.
  • Review as-built documentation, operation and maintenance manuals, warranties, quality records, and turnover documentation for compliance with project requirements.
  • Promote continuous improvement, lessons learned, quality awareness, and best practices across all project participants.
  • Foster a proactive and collaborative quality culture focused on successful project delivery and operational readiness.
What Required Skills You’ll Bring:
  • Bachelor’s degree in Engineering, Architecture, Construction Management, Quality Management, or a related discipline.
  • Professional quality certification such as ISO 9001 Lead Auditor, Certified Quality Engineer, or equivalent is preferred.
  • Minimum 12 years of experience in Quality Assurance and Quality Control on major hospitality, entertainment, mixed-use, or destination developments.
  • Demonstrated experience implementing and managing Quality Management Systems for large multidisciplinary Design & Build projects.
  • Proven experience overseeing quality assurance throughout design, construction, testing and commissioning, handover, and the Defects Liability Period.
  • Experience with themed entertainment developments, attraction systems, ride installations, show systems, or other specialist entertainment facilities is highly desirable.
  • Strong knowledge of international quality standards, inspection procedures, testing requirements, and construction quality best practices.
  • GCC experience is highly desirable.

  • Proven ability to coordinate quality activities across Lead Design Consultants, Architects of Record, Supervision Consultants, contractors, specialist vendors, operators, and statutory authorities.
  • Strong analytical and problem-solving capabilities, with the ability to identify quality risks, investigate non-conformances, and implement effective corrective and preventive actions.
  • Excellent communication, leadership, facilitation, and stakeholder-engagement skills.
  • Ability to review and interpret technical drawings, specifications, inspection records, quality documentation, commissioning reports, and handover documentation.
  • Strong organizational and reporting capabilities, with the ability to manage multiple quality workstreams and maintain comprehensive quality records.
  • Ability to function effectively within large multidisciplinary programme environments while maintaining focus on quality excellence, regulatory compliance, operational readiness, and successful project delivery.
