The Advanced Fighter Systems (AFS) sub-product line within the Secure Sensor Solutions (S3) Product Line is currently seeking a Program Manager for a RF Design Study.

This position will be responsible for the successful execution of a cost plus classified program within the Portfolio B RF product family. Responsible for cost, schedule, technical, operational security and customer interface. This includes profit and loss (P&L) and AOP accountability for the program. Must be able to provide leadership, direction, and execution management of the program to include working directly with functional leaders within the matrixed organization to ensure the programs are properly staffed with personnel that have the right skill sets as well as behaviors, setting priorities, resolving conflicts & barriers. This role will include significant customer interaction and will require the Program Manager to manager SOW requirements vs customer relationships.

The scope of this opportunity is expected to include:

  • Sets program strategy, vision and tactical direction for program execution by multifunctional team(s).
  • Program execution by cross-functional team including PMO, engineering, supply chain, operations, mission assurance, and finance; additionally, directs work scope / activity performed by sub-contractors.
  • Engineering non-recurring development of particular technology/capability, thru PDR, CDR
  • Leadership responsibility for total program team of up to approximately 75 FTE including PMO, engineering, and support functions.
  • Responsible for developing key program plans, earned-value measures, integrated master schedules, supplier SoW documents, etc. by which to execute Program.
  • Develops and presents to Advanced Fighter Systems and S3 senior management the program investment needs, and provides critical input to the Advanced Fighter Systems / S3 long-term plan (LRP) / financial outlook.
  • Driving product line growth through customer relationships and future ECP opportunities

Additional responsibilities include, but are not limited to, the following:

  • Maintain established networks with senior leaders throughout Raytheon and Customer communities focused on RF development
  • Provide both strategic leadership to the program team (including matrixed, functional leadership) and day-to-day tactical leadership execution of the program scope and efforts;
  • Implement EVMS, Risk and Opportunity management, and other IPDS-related program processes
  • Partner with product line and functional leaders to successfully execute and achieve all program milestones
  • Be accountable for financial forecasting and planning activities including AOP and EAC reviews, ensuring programs meet performance goals;
  • Develop and execute compelling market and program win strategies that yield results and identify and develop approaches to pursue new/adjacent opportunities to increase business base for this technology / capability.

Required Skills:

  • Demonstrated knowledge of US Government Defense Systems Programs and acquisition processes;
  • Strong communication skills - experience in preparing and delivering briefings to leadership, customers, and senior management, without need for guidance;
  • Strong, demonstrated performance in the management of programs with a history of assignment to positions of progressively greater authority and responsibility;
  • Direct leadership experience including management through multiple phases of a program life cycle: development, production, operations and sustainment
  • Strong leadership and team-building skills including leading matrixed/functional team members. Demonstrated ability to influence; action-oriented leader who values collaborative teaming, reaching across organizational boundaries to build trust and get things done;
  • Proven experience leading internal, supplier, and customer meetings focused on program planning, execution, and performance review;
  • Experience developing and implementing strategic plans; strategic mind-set capable of tackling complex problems without significant guidance;
  • Demonstrated success in managing complex program task prioritization, planning, staffing, scheduling, and conflict resolution;
  • Ability and willingness to travel;
  • Ability and willingness to work in secure area multiple times a week;
  • Active Secret Clearance with the ability to obtain additional clearances;
  • U.S. Citizenship;

Desired Skills:

  • Raytheon PM Certification or PMP certification;
  • Advanced degree preferred in Engineering, Mathematics, or Business Administration / Management;
  • Active SAP / DoD Top Secret security clearance.
