The Project Management Office (PMO) is a centralized department, established to provide project and program management services to the Electric Operations organization. The Electric Operations Program & Project Planning group (PPP) is seeking an energetic and analytical candidate to join the team.

The Project Specialist (2H) under supervision will forecast capability and align the regions scheduling, funding, engineering design and workforce forecasts which includes extensive analysis to forecast work supply and demand vs. resource constraints, to track towards programmatic goals, to maintain and validate work inventories across programs and projects, and to work with other departments, including Financial Planning & Analysis and Engineering, to create ongoing prospective unit-based estimates. The selected candidate will leverage data analytics tools such as Power BI, Oracle BI, and WMS to identify business trends, model performance-based metrics, and communicate work-plan adherence to stakeholders. Minimum of three years full time work experience is required.

The selected applicant may be assigned to support the other regions within the Companys service territory, as needed.

This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.

ResponsibilitiesCore Responsibilities
  • Forecast capability and align the regions scheduling, funding, engineering design and workforce forecasts which includes extensive analysis to forecast work supply and demand vs. resource constraints, to track towards programmatic goals, to maintain and validate work inventories across programs and projects, and to work with other departments, including Financial Planning & Analysis and Engineering, to create ongoing prospective unit-based estimates.
  • Create, maintain, and enhance various Power BI dashboards that clearly display regional performance metrics and increase visibility into work and resource data for both internal use and for regional stakeholders.
  • Use program and project plans developed by Project Management/Program Owners to communicate feasibility based on resource availability.
  • Develop monthly capability plan based on hours, units and crews at the program and section level for consumption by Construction/Operations team and other stakeholders.
  • Present capability reports and ad-hoc analysis results in presentations to regional stakeholders on a monthly and periodic basis.
  • Work with other Program Project Planners to develop intra-regional work plan execution and capability recommendations in light of available resources, changing priorities, funding and goals.
  • Construct, maintain, modify and review five-year to one-year forecasts for proposed programs and projects for operating areas in Electric Operations.
  • Use real time program and project progress to project remaining work plan and capability impact at the section level.
  • Obtain, review and analyze historical data, reports and plans from multiple internal and external sources and stakeholders for inclusion in long-term forecasting. Incorporate reviewed information, historically-based contingencies, stipulations, constraints, and backlogged work into draft forecasts.
  • Model and utilize performance based metrics to derive Program/Project current working estimates (CWEs) and create visibility over budget/resource performance.
  • Utilize data analytics software to identify business trends and run reports in various systems to track and communicate work plan adherence.
  • Identify business process improvements and work bundling opportunities to help balance demand and supply of resources.
  • Determine resource capacity using labor resource hours and make recommendations to the regional General Managers as to the use of company versus contractor forces based on timing of work to be received from Engineering and other sources and program specific goals.
  • Monitor and communicate variation to forecasts for lessons learned that affected the amount of work, timing or length of job.
  • Perform other related tasks and ad-hoc analyses as required to support stakeholders in the capability planning of their project planning and monitoring processes.
QualificationsRequired Education/Experience
  • Bachelor's Degree and minimum of 3 years full time work experience or
  • Associate's Degree and 5 years relevant work experience or
  • High School Diploma/GED and 7 years of relevant work experience.

  • Bachelor's Degree and 5 years relevant work experience
Relevant Work Experience
  • Must have adept knowledge of programmatic, emergency and Energy Services workflows, and other emergent electric work, along with clear understanding of Electric Operations' specifications and operating procedures, required.
  • Must be proficient in the use of data analytics tools (Excel, Power BI, etc.) should be able to demonstrate past usage upon request, required.
  • Must have a strong analytical and strategic skills and the ability to identify innovative solutions to business issues impacting the region with experience implementing process improvements or cost saving initiatives, required.
  • Must be able to interface with various stakeholders, including Construction, Financial Planning & Analysis, Engineering, and Electric Operations leadership, required.
  • Knowledge of WMS, Oracle Systems (Business Analytics), and other Electric Ops applications, required.
  • Project management experience, preferred.
  • Experience in dependency management specifically identifying and managing work effort dependencies, preferred.
  • Experience and understanding budget processes, preferred.
  • Work experience supporting Electric Operations, preferred.

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Able to use a personal car for Company business as needed
  • Flexibility to work overtime and weekends when needed for emergency system conditions.
  • Willing and able to wear all necessary Personal Protective Equipment (PPE), including; fire retardant clothing and safety harness.
