The Project Procurement Specialist is expected to:
Interface very closely with engineering group, project manager, project procurement manager and local procurement operation group. This position will hold responsibility for project procurement, including supplier bidding and evaluation, releasing purchasing order & contract management. The scope covers capital equipment & engineering services.
- Work with cross-function teams for all assigned procurement activities per company procedures.
- As the contact between the Procurement team and the Project Execution team, support the Project Procurement Manager and work closely with the Project Manager to successfully plan and execute the Procurement scope within PDO projects.
- Compile and maintain Project Status Report to plan and track equipment and material status.
- Develop bidder list, prepare and issue purchasing enquiries, requisitions, and purchase orders according to project schedule.
- Conduct commercial clarification and evaluation, negotiate with suppliers to obtain competitive price, delivery, and contract terms.
- Author Bid Tab evaluations and Sole Source justifications.
- Contract execution and PO management, be responsible for the contract/PO management, such as change /addendum negotiation, supplier delivery performance review etc.
- Run and analyze project status report and communicate risks and problem areas to Project Manager on regular basis.
- Liase frequently with Project Procurement Managers, Expeditors, Inspection Leads, and Transportation Specialists

Skills Required
- Project procurement experience for capital equipment and engineering services including supplier bidding and evaluation
- Experience preparing and issuing purchasing enquiries, requisitions, and purchase orders according to project schedules
- Commercial clarification, bid evaluation, negotiation with suppliers for price, delivery, and contract terms
- Contract and purchase order management including change/addendum negotiation and supplier delivery performance review
- Ability to compile and maintain project status reports and communicate risks to Project Manager
- Experience authoring bid tab evaluations and sole source justifications
- Experience working closely with engineering, project managers, expeditors, inspection leads, and transportation specialists
