Project Manager

Location: Harrisburg, PA - Prefer local candidates

Position Overview:
This role leads application development initiatives within a hybrid Agile environment, overseeing project delivery from initiation through completion while balancing scope, schedule, budget, and quality. The position partners closely with Product Owners, delivery teams, and leadership to drive successful outcomes through strong project governance, Agile execution, and clear communication.

Required Qualifications:

• 6+ years of experience managing large, complex IT projects across the full project lifecycle

• 3+ years of experience working on a Scrum team in an Agile delivery environment

• Strong oral and written communication skills, with demonstrated ability to effectively communicate at all levels of an organization, including Executive staff

• Strong leadership skills with the ability to motivate and guide teams to successfully complete tasks

• Strong business acumen with the ability to align project outcomes to organizational goals

Preferred Qualifications:

• PMP or Scrum Master certification

• 3+ years of experience utilizing Agile project management methodologies

• 2+ years of experience using Azure DevOps for project planning, tracking, and reporting activities

Duties:

• Manage end-to-end project execution, ensuring deliverables are completed on time, within budget, and in alignment with quality standards

• Oversee project resources, schedules, financials, and adherence to established project management and SDLC processes

• Serve as both Agile Project Manager and Scrum Master, supporting teams using Scrum and Kanban frameworks

• Lead development and maintenance of project artifacts, including project plans, sprint plans, schedules, and control documents

• Facilitate requirements planning across epics, features, user stories, tasks, milestones, dependencies, and resource assignments

• Guide and motivate cross-functional teams to meet delivery goals within a hybrid Agile framework

• Manage stakeholder relationships, expectations, and ongoing communication throughout the project lifecycle

• Lead strategic discussions with Product Owners to align product vision, priorities, and backlog readiness

• Monitor project health across scope, schedule, budget, quality, and risks, initiating mitigation actions as needed

• Identify, track, and facilitate resolution of project risks, issues, and change requests

• Prepare and deliver project status reports, dashboards, metrics, and executive-level presentations

• Communicate project progress, risks, and issues regularly to sponsors, stakeholders, and senior leadership

• Facilitate Agile ceremonies including daily stand-ups, sprint planning, sprint reviews, and retrospectives

• Coordinate deliverable and artifact approval processes, tracking decisions and ensuring timely completion

• Support organizational change initiatives that enhance Agile maturity and team effectiveness

• Ensure accuracy of project status reporting, health metrics, and timekeeping data

• Direct, coordinate, and track activities of delivery staff assigned to projects

• Ensure compliance with enterprise project management methodologies and SDLC policies
