Trilogy Federal is seeking a highly qualified Project Manager-Scrum Master to lead and manage a Nuvolo Operations and Maintenance project within the Veterans Health Administration (VHA), specifically utilizing the Nuvolo Clinical Enterprise Asset Management (EAM) product. The ideal candidate will act as the single point of contact for all contractor-related matters, liaising directly with VHA stakeholders in a Scaled Agile Framework (SAFe) environment. This role requires an experienced project manager with a proven track record of managing large-scale, complex projects within a healthcare or government environment, ensuring successful delivery of mission-critical outcomes.
Primary Responsibilities:
- Serve as the primary point of contact for the VHA in all matters related to project performance and SME support.
- Plan, initiate, manage, execute, and close out projects to ensure the successful delivery of the Nuvolo Clinical EAM Operations and Maintenance tasks.
- Oversee all aspects of project management, including budget oversight, resource allocation, risk management, and project lifecycle management.
- Lead and coordinate multiple projects under a unified program strategy, ensuring alignment with VHA’s operational goals and mission objectives.
- Facilitate Scrum ceremonies (sprint planning, daily standups, retrospectives, and sprint reviews) to ensure smooth and agile project delivery.
- Ensure that project milestones and deliverables are met on time, within scope, and within budget, while maintaining a focus on continuous improvement.
- Interface directly with VHA stakeholders, addressing project updates, risks, and any required adjustments to the project plan.
- Monitor contractor performance and ensure all contract requirements are met to the highest standards.
- Develop detailed project plans, manage project schedules, and maintain comprehensive project documentation.
- Support team members by removing roadblocks, facilitating communication, and ensuring the project is on track.
- Assist with implementation of new system functionality, configurations, enhancements, interfaces, system testing, training, extensions, and reports for large government system implementation projects.
- Facilitate and lead Integrated Project Team (IPT) meetings with a variety of teams, including technical resources, end user groups, and stakeholders to define, analyze and document business requirements, processes, and workflows.
- Develop and maintain project management artifacts for senior government officials and large teams to include, but not limited to: Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), Project Management Plans (PMP), Process Flows, Meeting Minutes, Action Item Logs, Risk Registers, Test Plans and Standard Operating Procedures (SOP).
- Managing multiple operations, ensuring quality standards and work performance. Experience in developing and maintaining plans to organize and oversee work efforts, managing personnel, providing risk management, and ensuring quality management.
- Create and present executive level briefings on project status, risks, issues, and strategies.
- Further, this role will develop strategies to collect qualitative and quantitative research on organizational priorities for the organization and recommend changes, if necessary.
Minimum Requirements:
- Bachelor’s degree in Business, Information Technology, Healthcare, or a related field.
- Minimum of four years of experience in project management within a large corporation or government agency (preferably within the healthcare sector).
- PMI Project Management Professional (PMP) certification
- Proven experience managing large-scale programs, encompassing multiple projects with significant lifecycle budgets and complexity.
- Strong understanding of project lifecycle processes, including planning, initiation, execution, monitoring, and closing.
- Expertise in managing operations and maintenance projects, especially within the context of enterprise asset management or healthcare-related systems.
- Working experience and application of Project Management methodologies (Waterfall, Agile, SAFe) and SDLC understanding.
- Strong analytical, problem-solving, facilitation and communication skills, including written, verbal, and interpersonal, with the ability to explain technical concepts to variety of audiences.
- Ability to interface well with end-users and client stakeholders across the organization.
- Experience in detail-oriented consulting approach, leading/supporting using SDLC and/or Agile development projects with client service focus.
- Self-starter able to work independently and within a team.
- Flexibility and the ability to react to rapidly changing requirements.
- Proficient in MS Office Applications: Word, Excel, PowerPoint, Project, Visio, SharePoint.
Preferred Qualifications:
- Certified Scrum Master (CSM).
- Familiarity with the Veterans Health Administration (VHA) and its operational procedures.
- Hands-on experience with ServiceNow and/or Nuvolo Clinical Enterprise Asset Management (EAM) product.
- Previous experience in managing projects in healthcare environments, with a focus on process optimization and asset management systems.
