We are seeking an experienced, high-performing Project Manager (Senior) to serve as Key Personnel and lead the NIC Curriculum Modernization, E-Learning Development, & Instructor-Led Training Revision Support initiative for the National Institute of Corrections (NIC).

Who You Are & What You’ll Do

The Project Manager (PM) will serve as Key Personnel and the primary Point of Contact (POC) for the Government, providing overall leadership, technical direction, and administrative management across the entire Task Order. As an employee of the prime contractor, you will possess full organizational authority to commit resources, address Government concerns, and proactively communicate programmatic or contractual risks.

You will lead a multidisciplinary team of instructional designers, graphic designers, technical writers, 508 accessibility testers, and corrections subject matter experts. You will oversee the strategic planning, multi-tasking milestone tracking, and quality execution of simultaneous course development projects—including modernizing 25 existing e-learning courses, developing 13 micro-learning courses, creating 2 blended hard-skills courses, and revising 1 resident instructor-led curriculum. You will present weekly written milestone briefings to the Contracting Officer's Representative (COR) and collaborate closely with NIC educational leaders to deliver evidence-based, compliant training solutions.
 

What You Bring to the Table - Requirements
  • Education: Bachelor’s degree from an accredited institution.

  • Professional Experience: 8+ years of relevant project and program management experience in learning, workforce development, or instructional technology environments.

  • Team Leadership: Proven track record managing multidisciplinary teams of 5+ personnel (instructional designers, graphic designers, technical writers, SMEs, and QA/accessibility testers).

  • Certification: Active Project Management Professional (PMP) Certification required.

  • Software Proficiency: Hands-on proficiency and working knowledge of e-learning design and media software suites, specifically:

    • ELB Gold Suite Studio - Lectora

    • Articulate 360 Suite

    • Adobe Creative Suite

    • Envato Elements

  • Core Capabilities:

    • Primary Client Interface: Proven ability to serve as the primary Government POC, maintaining transparent communication, managing client expectations, and handling both technical and business process execution.

    • Simultaneous Course Milestone Management: Experience managing multi-course development lifecycles simultaneously, tracking critical path items, and briefing COR/senior leadership weekly in writing.

    • Risk Management & Proactive Problem Solving: Ability to identify programmatic, resource, or contractual bottlenecks early and implement effective mitigation strategies.

    • Quality Control & Standards Compliance: Rigorous oversight of deliverables to ensure adherence to instructional standards, Section 508 accessibility, and client specifications.
