The Project Manager is responsible for project execution and must be able to create release and project plans including deliverables and the release deadline, planning and estimating the highest value deliverables for the next release, and ensuring that the team lives by the agile practices and rules of Scrum and its values (achieving specific milestones through accurate forecasting).
Additionally, the project manager must be able to provide deliverables in an iteration while tracking and removing any impediments.
As a leader, the Project Manager is responsible for training and building high-performing teams, supporting EBSA and OCIO stakeholders, and coordinating with other teams across the organization.

Experience/Qualifications:
- Undergraduate college degree from an accredited college or university in a course of study directly related to the requirements of this contract, or equivalent experience
- Project Management Institute (PMI) certification such as Project Management Professional (PMP) (or equivalent)
- Certified Scrum Master
- A minimum of 10 years of experience managing IT application development projects
- A minimum of 3 years of experience managing teams of 4 or more people utilizing agile methodology (Scrum and Kanban)
- Experience with project management software (Jira)
- Experience leading large, cross-discipline projects
- Experience prioritizing deliverables with sprint planning and managing sprint schedules
- Experience managing a healthy backlog with changing priorities
- Experience working with development team to produce accurate work estimates
- Experience working with the team and stakeholders to resolve project roadblocks
- Experience managing project conflicts, challenges, and dynamic business requirements to keep operations running at a high tempo
- Experience producing agile metrics (burn down, velocity, etc.)
- Experience with capacity planning to ensure the product team has capacity to successfully execute each sprint
- Experience leading ongoing team training and coaching
- Experience managing and executing two-week sprint cycles with future sprint planning
- Working knowledge of the agile lifecycle and able to manage and tune processes around the lifecycle
- Working knowledge of Federal information security, change and configuration management, system administration, data architecture, and software development
Skills Required
- Undergraduate college degree in a field directly related to the contract requirements, or equivalent experience
- Project Management Institute certification such as Project Management Professional (PMP), or equivalent
- Certified Scrum Master certification
- At least 10 years of experience managing IT application development projects
- At least 3 years of experience managing teams of four or more people using Agile methodologies, including Scrum and Kanban
- Experience with Jira or other project management software
- Experience leading large, cross-discipline projects
- Experience prioritizing deliverables through sprint planning and managing sprint schedules
- Experience managing a healthy backlog with changing priorities
- Experience working with development teams to produce accurate work estimates
- Experience resolving project roadblocks with teams and stakeholders
- Experience managing project conflicts, challenges, and changing business requirements
- Experience producing Agile metrics such as burndown and velocity
- Experience with capacity planning for sprint execution
- Experience leading team training and coaching
- Experience managing and executing two-week sprint cycles with future sprint planning
