About the Role
We’re hiring a mid-level Project Manager who also brings hands-on product management experience and can serve in a Product Owner capacity when needed. You’ll coordinate complex, multi-stakeholder workstreams and help shape product strategy and delivery in close partnership with a Federal Lead and cross-functional teams (content, development, research, design). This hybrid PM/PO role is designed for mission-driven programs that use agile methods to deliver measurable outcomes for federal health clients.
What You’ll Do
Core Project Management
Project Planning & Execution: Lead day-to-day project planning, execution, and delivery across cross-functional teams; own schedule, scope, budget, risks, and reporting.
Financial Management: Track project financials, including budgeting, forecasting, and variance analysis; ensure compliance with contract and organizational financial controls.
Reporting: Prepare and deliver weekly/monthly status reports, dashboards, and executive summaries for internal and client stakeholders.
Staffing & Resource Management: Coordinate staffing plans, onboarding, and resource allocation; monitor utilization and adjust as needed.
Client Engagement: Serve as primary point of contact for client communications; build strong relationships and ensure satisfaction with deliverables.
Subcontractor Management: Oversee subcontractor engagement, including onboarding, deliverable tracking, and compliance with contractual obligations.
Business Development Support: Contribute to proposals, pricing exercises, and solutioning for new opportunities; provide subject matter input on project delivery and product management.
Risk & Issue Management: Maintain risk registers and mitigation plans; escalate issues promptly and drive resolution.
Compliance: Ensure adherence to federal standards, accessibility requirements, and organizational policies.
Product Management
Serve as the primary liaison between stakeholders and the broader team (content, development, research, design); coordinate cross-functional collaborations.
Ensure alignment with product vision/mission, strategic objectives, and user needs; steward product outcomes and value.
Own and refine the product backlog and roadmap; translate insights and policy priorities into epics, features, and user stories with acceptance criteria.
Partner closely with the Federal Lead to strategize and discuss product decisions, balancing user value, compliance, and feasibility.
Work with Federal Product lead to establish appropriate OKRs, and use KPIs to continuously track product performance.
Facilitate discovery (user research, analytics, feedback channels) and guide prioritization based on evidence and measurable impact.
Minimum Qualifications
Minimum 5 years of progressive project management experience delivering digital products or platforms, including work with public-sector or highly regulated environments.
Minimum 1 year of experience working on projects in health, scientific or research domains
A bachelor’s degree in a related area, such as health, science or technology, is required.
Eligible to obtain public trust clearance.
Required Professional Skills
Demonstrated product management experience: backlog/roadmap ownership, writing user stories, defining acceptance criteria, and partnering with design/research/engineering.
Proficiency with Agile frameworks (Scrum/Kanban) and tools (Azure DevOps, Jira); strong facilitation and stakeholder management skills.
Excellent written/verbal communication; ability to synthesize complex information for executive and non-technical audiences.
Preferred Qualifications & Certifications
Project Management: PMP®, PMI-ACP®, or equivalent.
Product / Agile: CSPO® or PSPO® (Scrum Alliance / Scrum.org), SAFe® POPM, ICAgile PO, or AIPMM/Pragmatic product certifications.
Experience in federal health digital delivery (e.g., human-centered design, Section 508 accessibility, data/privacy compliance, cloud/SaaS governance).
Familiarity with analytics (e.g., GA4), A/B testing, and outcome-based roadmaps

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
