Job Summary:

Aptive seeks a Project Manager, Informatics to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Clinical Informatics (OCI) on the Operational Informatics Pipeline (OIP) contract. You will manage informatics projects from planning through delivery, tracking cost, schedule, and performance and keeping risks visible so OCI can make timely decisions. The role supports both the Interoperability and Clinical Informatics Solutions specialty areas, including health information exchange, Electronic Health Record (EHR) issue management, clinical content standardization, and the Federal EHR transition. You will work within Scaled Agile Framework (SAFe) Agile Release Trains alongside OCI Product Management, VA Business Owners, and the other OIP contractor teams.

Primary Responsibilities
  • Project Planning. Plan and manage informatics projects across their full life cycle, including scope, schedule, resources, and deliverables.
  • Cost, Schedule, and Performance Tracking. Track cost, schedule, and performance progress against plans and call order requirements, and report variances.
  • Deliverable Management. Manage call order deliverables, due dates, reviews, and submissions to the VA Program Manager, COR, and Contracting Officer.
  • Risk and Issue Management. Identify, document, and mitigate project risks and issues, and maintain risk registers using the ROAM method.
  • SAFe Delivery. Apply SAFe Lean-Agile principles; support Planning Interval (PI) Planning, program boards, ART Sync, system demos, and Inspect and Adapt.
  • Dependency Management. Track dependencies across teams, Agile Release Trains, and the Interoperability, Clinical Informatics Solutions, and Integration contractor teams.
  • Staffing and Onboarding. Coordinate staffing, onboarding, and system access for project teams, including staff roster updates after each PI Planning.
  • Status Reporting. Prepare biweekly sprint reports in Jira and Jira Align covering completed stories, PI objective progress, risks, impediments, and dependencies.
  • Level-of-Effort Estimation. Support estimates of the level of effort and labor categories needed for Features selected in PI Planning.
  • Stakeholder Coordination. Coordinate with OCI Product Management, VA Business Owners, and technical teams to keep priorities and delivery aligned.
  • Quality and Compliance. Confirm project work meets acceptance criteria, VA privacy and security requirements, and artifact management standards.
Minimum Qualifications
  • Bachelor’s degree required.
  • Minimum of 10 years of professional experience, including managing information technology related projects.
  • Well versed in life cycle and project management methodologies.
  • Experience tracking cost, schedule, and performance progress.
  • Demonstrated ability to identify and mitigate project risks.
  • Experience with, and demonstrated understanding of, SAFe Lean-Agile principles and practices.
  • Ability to obtain and maintain a VA background investigation at the level assigned to the position; must reside and work in the United States with U.S. work authorization.
Desired Qualifications
  • Project Management Professional (PMP) certification.
  • SAFe certification, such as SAFe Agilist, Release Train Engineer (RTE), or Product Owner/Product Manager (POPM).
  • Experience managing health IT, EHR, or clinical informatics projects.
  • Experience with health information exchange or interoperability projects.
  • Experience supporting VA or another federal health care program.
  • Experience with Jira, Jira Align, or Microsoft Project.
  • Master’s degree.
