MSH is seeking a Project Lead Leadership, Management, and Coordination (LMC) Strengthening for a potential Gavi-funded project in Guinea-Bissau. The purpose of this activity is to provide technical assistance to the Expanded Program on Immunization (EPI) and Ministry of Public Health (MINSAP) to strengthen leadership, management, and coordination capacities; clarify roles and responsibilities; improve planning and monitoring systems; enhance coordination mechanisms; strengthen use of data for decision-making; and support institutionalization of sustainable governance and management practices within the national immunization program.
This position is subject to project award and funding. The role will likely be based in Bissau, Guinea-Bissau or another location where MSH is authorized to hire.
OVERALL RESPONSIBILITIES
The Project Lead will serve as the Team Lead for the project and will be accountable for overall project deliverables, technical quality, and results. The Project Lead will provide technical leadership and strategic direction to strengthen leadership, management, and coordination systems within the national immunization program and ensure effective implementation of technical assistance activities. The Project Lead will oversee project implementation, staff and partner coordination, stakeholder engagement, and monitoring and reporting to ensure achievement of project objectives and sustainability of institutional strengthening efforts.
SPECIFIC RESPONSIBILITIES
Under the oversight of the Portfolio Manager, the Project Lead will:
Provide overall technical and programmatic leadership to strengthen governance, leadership, management, and coordination systems within the national immunization program, ensuring alignment with Gavi technical guidance and national priorities.
Ensure delivery of high-quality technical assistance on time and within budget, including strengthening organizational structures, clarifying roles and responsibilities, and improving coordination and decision-making processes.
Oversee development and implementation of structured planning, monitoring, and decision-tracking systems to improve accountability, performance management, and follow-up of agreed actions.
Serve as the primary liaison between the project, Gavi, the Ministry of Public Health, EPI leadership, and other national and international stakeholders, ensuring effective collaboration and coordination.
Lead development and implementation of project work plans, results frameworks, and monitoring and learning systems, ensuring appropriate documentation, reporting, and dissemination of results.
Supervise and mentor project staff, consultants, and partners, ensuring effective performance and institutionalization of technical capacity within national systems.
Facilitate collaboration and coordination across stakeholders to strengthen functionality of coordination platforms, including national technical advisory and coordination bodies.
Support strengthening of leadership and management capacity within EPI through mentoring, coaching, and institutional capacity-building efforts.
Ensure integration of gender equity considerations within leadership and workforce strengthening activities, supporting improved representation and participation.
Ensure sustainability of project results through structured handover, institutionalization of governance and management tools, and strengthening of national capacity.
QUALIFICATIONS
A postgraduate degree in public health, health systems, health administration, management, or a related field.
Minimum of 8 years of progressively responsible experience designing, leading, and implementing health systems strengthening or governance strengthening projects. 10+ years of experience preferred.
Demonstrated experience providing technical leadership and technical assistance to Ministries of Health and national health programs, preferably including immunization programs.
Demonstrated experience strengthening organizational systems, governance structures, planning and monitoring systems, and coordination mechanisms.
Experience working in Sub-Saharan Africa required; experience in Guinea-Bissau or Lusophone countries strongly preferred.
Demonstrated ability to build and maintain productive relationships with senior government officials, donors, and partners.
Demonstrated experience managing multidisciplinary teams and complex technical assistance projects.
Strong leadership, interpersonal, and communication skills.
Demonstrated ability to manage complex projects and ensure timely delivery of results.
Fluency in English required; Portuguese fluency strongly preferred.
