The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.
About Hazard Mitigation:
The primary mission of the Hazard Mitigation Section (HM) is to deliver and support mitigation activities across the State of North Carolina as guided and authorized under NC General Statute 166A, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and other guiding pieces of legislation. The section completes its mission by developing mitigation action plans at the state and local level, managing and implementing grants provided by FEMA for protection of NC residents and their property; acquiring, managing and disseminating geospatial data and flood water information; and managing ghe National Flood Insurance Program (NFIP) for the State.
About the Position:
This Electrical Engineer position works in the Hazard Mitigation Section of North Carolina Emergency Management (NCEM). The Electrical Engineer position is responsible for providing generator project consultation and technical assistance to staff and other stakeholders. All Engineers in this section are also responsible for conducting detailed construction plan reviews, feasibility assessments, QA / QC visits, preliminary cost estimates, and safety requirements in support of home elevations, generators, and other mitigation projects. This position will also assist in conducting detailed Benefits Cost Analysis for application development for FEMA Hazard Mitigation Grants; verifying that projects are cost effective, and, if not, renders decisions for alternative mitigation actions.
Additional duties may include reviewing final construction plan reviews and verifying safety requirements for IAW, FEMA, and NC safety regulations under the direction of the Engineer Team Lead. The selected candidate may also be required to provide accurate and timely documentation of project issues and recommendations or directions used for resolution as well as performing final walk-through with project managers and job site superintendents as required for project closeout construction plans.

Salary Grade: NC16

Salary Range: $57,983 - $101,470

Management Preferences:

  • Working knowledge of the principles and practices of electrical building power distribution systems, grounding systems AND/OR building construction
  • Working knowledge of NFPA 70, NFPA 70E AND/OR NFPA 72 standards.
  • Working knowledge of NC Electrical and Building Codes AND/OR International Building Codes.
  • A valid PE license to practice engineering in the State of North Carolina or the ability to obtain licensure in North Carolina within 36 months of employment.
