Job Description

Turner & Townsend is seeking a detail-driven Project Controls & QA/QC PM with 5+ years of experience to support a fast-growing EV charging program for a leading autonomous vehicle client. The program develops fleet charging depots with third-party charging partners under a Charging-as-a-Service (CHaaS) model, with an active pipeline across USA, EMEA and APAC.

You will be the quality and control backbone of a regional delivery team. You will own the program's trackers, reporting and workflow discipline, and run first-line quality checks on feasibility reviews, project charters and partner submissions before they reach leadership. This role suits someone who enjoys bringing order to a high-volume pipeline, catches what others miss, and wants to grow toward program management in EV infrastructure.

Responsibilities

Quality assurance and quality control

  • Run first-line QC on feasibility reviews and project charters
  • Verify completeness and consistency: site data, charger details, electrical service etc
  • Validate deliverables against client standards; track issues to closure.
  • Build, maintain and version-control QC checklists, templates and document standards.
  • Track QC metrics and report on trends.

Project controls and reporting

  • Own the program pipeline tracker and single source of truth for sites across all stages.
  • Produce weekly and monthly program reporting
  • Monitor SLA performance; flag aging items and bottlenecks early.
  • Maintain intake logs, including ad-hoc sites outside the formal pipeline

Systems and reporting

  • Maintain the program's reports and dashboards in Smartsheet (or future platforms).
  • Develop standards and short user guides so Regional PMs enter data consistently.
  • Act as first point of contact for PM tool questions

Program operations

  • Manage project intake screening and keep project records complete.
  • Capture meeting decisions and track action items.
  • Maintain site tour logs and consolidate PM feedback from site visits.
  • Coordinate document control across the client, charging partners and internal teams.

Continuous improvement

  • Identify repetitive manual work and seek out automation opportunities.
  • Support the Team Lead on process, playbook and tooling improvements
  • Provide support to Regional PMs on routine deliverables during peak periods.
  • Adhere to SOX control responsibilities where applicable.

Qualifications

Required:

  • Bachelor's degree in construction management, engineering, architecture or a related field, OR equivalent experience.
  • If you live in/near San Francisco, CA, you should be able to be onsite 3 days a week.
  • 5+ years in project controls, QA/QC, project coordination or assistant project management on capital, real estate or infrastructure programs.
  • Experience supporting construction of service centers, transportation hubs, or infrastructure-heavy facilities.
  • Familiarity with permitting and utility coordination processes.
  • Strong organizational and communication skills.
  • Proficiency in Google workspace, and project management tools (e.g., Smartsheet or Sitetracker).
  • Ability to manage multiple priorities and adapt to changing project needs.
  • Comfortable working in both field and office settings, with occasional travel as needed.
  • Strong attention to detail and ability to manage documentation across multiple projects.
  • Knowledge of EV systems, charging infrastructure, or fleet operations is beneficial.
  • Proven experience reviewing technical documents for completeness and accuracy against standards or checklists.

Preferred:

  • Exposure to EV charging infrastructure, fleet depots, utility coordination or permitting.
  • Experience with multi-party delivery models (developer, partner or owner's rep).
  • Lean, Six Sigma or similar process-improvement training.
