The Project Control Specialist - Senior provides senior advisory and assistance support to the USSTRATCOM National Airborne Operations Center (NAOC) Training Office, integrating training, exercise preparation, scenario coordination, and improvement activities.
The ideal candidate combines current mission knowledge with strong coordination, technical review, and communication skills.
Duties and Responsibilities
  • Coordinate assigned individual and collective NAOC training preparation, exercise support, and certification-event assistance.
  • Review proposed training products for alignment with NAOC training objectives, governing documents, Joint Mission Essential Task standards, and Government priorities.
  • Assist external exercise planning and Nuclear Planning and Execution System (NPES) scenario coordination; review timelines, scripts, and playbooks.
  • Coordinate product corrections and training-improvement actions while respecting Government performance-evaluation authority and the separate NPES contractors' responsibilities.
  • Support training-plan and manual updates, lessons-learned inputs, technical reporting, and continuity of training information.
  • Serve as the administrative contact and coordinate support, schedules, reporting, coverage, and continuity.
  • Perform designated classified-material courier duties after required training and support authorized exercise, travel, and mission-essential requirements.
Minimum Qualifications
  • Over ten years of combined experience, including over three years of NAOC Battle Staff experience within the last five calendar years and over seven years of demonstrated relevant experience within USSTRATCOM or the National Military Command System (NMCS).
  • Required recency may be demonstrated through Operational Team service or a former NAOC Battle Staff member training Operational Team members within the stated window. Prior service and required durations remain mandatory.
  • Prior operational NAOC Battle Staff service on the E-4B platform.
  • United States citizenship and a current Top-Secret clearance with NC2/ESI, SCI, and SAP access eligibility.
  • On-site availability, 7:00 a.m.-3:30 p.m., Monday-Friday, with coordinated mission or exercise adjustments.
  • Ability to provide mission-essential support, travel within CONUS, and complete required security, courier, in-processing, and annual training.
Required Knowledge, Skills, and Abilities
  • Skills to plan and prepare Watch Officer and Emergency Actions training, including Survivable Mobile Command Center Central Manager and Federal Emergency Management Agency support operations.
  • Training-support skills for Communications, Strategic Operations/Presidential Strike Advisor, and Current Operations/Surveillance Officer, Section Head, and Residual Capabilities Assessment.
  • Skills to support Intelligence and Team Chief training, executive-level familiarization with other Battle Staff responsibilities, and collective onboard voice, data, video, and NPES training.
  • Ability to apply Instructional System Design principles and NAOC Joint Mission Essential Task standards to training products.
  • Ability to safeguard classified information, perform authorized courier duties, and deliver accurate training and reporting products.
Preferred Qualifications
  • Previous SAP access experience relating to the NC3 community.
  • Depth contributing to mandatory team coverage in ISD/training, NPES/Integrated Tactical Warning and Attack Assessment, Watch Officer, Strategic Operations, Current Operations, Emergency Actions, Intelligence, and NMCS.
  • NAOC communications expertise contributing to collective coverage, or user-approved equivalents: FAB-T, LF/VLF, SHF, LOS RF, terrestrial networks, WGS, Single Channel Transponder, INMARSAT, AFSATCOM, AEHF familiarity, and Ka/Ku/X bands.

Salary range $140,000 to $175,000 annually

Skills Required

  • Training-support skills for Communications, Strategic Operations/Presidential Strike Advisor, Current Operations, Surveillance Officer, Section Head, and Residual Capabilities Assessment functions
  • Ability to support Intelligence and Team Chief training, executive-level Battle Staff familiarization, and collective onboard voice, data, video, and NPES training
