Job Purpose

HanmiGlobal is seeking a highly qualified Project Control Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will lead the program-wide project controls framework and performance analytics for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

You will be providing program-level leadership, governance, coordination, and financial/controls oversight for all project controls functions across the program, ensuring cost control, progress measurement, performance forecasting, KPI management, and trend analysis are fully integrated to provide accurate performance intelligence to PMCM Management and the Client, while supporting the successful delivery of the overall development program.

Key Responsibilities

  • Develop and maintain the program-wide Project Controls Management Framework, including procedures, standards, methodologies, governance processes, and reporting requirements.
  • Ensure consistent implementation of project controls practices across all development packages and promote continuous improvement and best practices.
  • Monitor and analyze program-wide cost performance, budgets, commitments, forecasts, expenditure trends, and progress against approved baselines.
  • Establish progress measurement methodologies, performance metrics, and KPI frameworks to monitor schedule, cost, and overall project performance.
  • Conduct forecasting, trend analysis, Earned Value Management (EVM), and performance assessments to identify emerging risks and support proactive decision-making.
  • Coordinate closely with Planning & Scheduling, Commercial, Risk, Quantity Surveying, Procurement, and Technical Teams to integrate schedule, cost, risk, commercial, and performance information into a single program-wide reporting framework.
  • Assess the performance impacts of changes, variations, claims, and program decisions, and support effective change management processes.
  • Prepare executive dashboards, integrated program performance reports, management presentations, and strategic recommendations for PMCM Management and the Client.
  • Lead project controls review meetings, reporting workshops, audits, and performance reviews while supporting the implementation of PMIS, EDMS, digital dashboards, and data analytics platforms.

Requirements

Qualifications & Experience

  • Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Project Management, Cost Engineering, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • Minimum fifteen (15) years of professional experience in project controls, program controls, cost management, infrastructure delivery, urban development, or major capital projects.
  • Experience within PMCM, PMC, EPCM, consultancy, developer, or client-side organizations, preferably on major land development and infrastructure projects in Saudi Arabia or the GCC.
