Hours worked may be on-call.

Minimum Qualifications:

  • A master's degree and two years of professional experience
  • OR a bachelor's degree and three years of professional experience.
  • OR an equivalent combination of education and experience, substituting one year of professional-level experience in the above-listed areas for each year of the required education

Job Responsibilities:

  • Uses sound management principles to manage the Long Term Care Investigations (LTCI) team, ensuring LTCI work is completed timely by effectively managing staff.
  • Meets with staff individually and as a team, as frequently as necessary, to provide overall program guidance, answer questions, advise, and perform ongoing staff performance evaluation.
  • Reviews investigations completed by staff for thoroughness, policy compliance, information appropriateness, and consistency of conclusions with evidence.
  • Completed investigations are reviewed within one week of submittal.
  • Problems identified are discussed with the investigator and with APS leaders, when necessary, to assist in issue resolution.
  • Shadows each staff in the field at least once per year to observe investigative techniques.
  • Ensures coverage of all LTCI for the state and informs the team of relevant schedule or duty changes.
  • Communicates timely and effectively with Programs Administrator the LTCI team progress and needs, provides monthly statistical indicators, and discusses issues of new or ongoing concerns. Immediately communicates issues or investigations of a critical nature.    
  • Coordinates with enforcement agencies to reduce duplication of effort and ensures a timely and effective response to and resolution of problems and complaints referred to the other agencies by LTCI.
  • Three and half hour in-person presentation twice a year to the Nursing Home Administrator's University regarding what is Long Term Care, LTC policy and procedures, and how it affects them.
  • Effectively accomplishes resolution of issues brought up by other agencies.
  • Attends meetings as needed and assigned.
  • Reports progress and problems to the Programs Administrator at least monthly.
  • Reviews statistics related to referrals assigned, investigations completed, referrals pending, average documentation time, and average completion time for each investigator.
  • Leads discussion, at least monthly, regarding monthly and current LTCI data with supervisor, identifying best practices and activities for improvement related to team goals.
  • Analyzes, develops, and recommends policies and procedures for LTCI consistent with applicable laws and APS mission and goals.
  • Monitors legislation impacting the quality of care and quality of life of long-term care residents.
  • Works with legislative liaisons, as needed, to provide input regarding related legislation.
  • Utilizes program data; input from OSDH, Long Term Care Ombudsman's office, MDTs, and other appropriate offices and agencies; and feedback from staff, APS Leadership Team, clients and their families, and other stakeholders to plan for long-and short-term LTCI goals and adjustments.
  • Maintains standards set by division leadership.
