Programme Manager (Engineering - Capital Projects)

The Capital Projects’ Programme Manager sits within the Barnard Castle site’s Engineering Projects team.  The position provides experienced, visible programme management for the delivery of complex capital programmes and projects within a highly-regulated manufacturing environment.  The role liaises with and manages a wide variety of cross-functional teams to safely, compliantly and effectively deliver capital investments that supports business strategy, operational performance and future growth.

The role holder manages a portfolio of projects from concept through to handover, ensuring delivery to agreed scope, quality, cost and schedule whilst maintaining alignment with operations, engineering, quality, EHS, finance and site senior management.

Scope of Role:

• Budget accountability: Capital expenditure of approximately £8m-£14m per annum

Key Accountabilities (include..,):

• Manage the Capital Portfolio (typically £8–14M annual capital spend) aligned to Value Stream and Site strategic priorities, ensuring safe, compliant and effective project delivery.

• Manage and develop multifunctional project teams comprising GSK employees, contractors, engineering partners and specialist suppliers to deliver successful project outcomes.

• Provide visible leadership across all phases of the project lifecycle including concept development, FEED, business case development, detailed design, construction, commissioning and operational handover.

• Ensure all projects comply with the Project Management Framework (PMF), Project Controls requirements, GSK Finance Manual, Engineering Standards and governance expectations.

• Drive programme performance through effective management of scope, cost, schedule, resources, risks, opportunities and change control.

• Build and maintain strong relationships with operations, maintenance, quality, technical, supply chain, finance and EHS stakeholders, acting as a trusted partner and strategic advisor.

• Manage development and review of project charters, business cases, Project Investment Proposals (PIPs) and governance submissions to ensure robust justification and successful investment approval.

• Ensure effective utilisation of Capital Delivery Partners, EPCM contractors, project controls providers and specialist engineering suppliers.

• Coordinate project activities across the value stream to balance resources, shutdowns, operational priorities and project interfaces.

• Manage, coach and direct to project teams whilst fostering a culture of safety, compliance, accountability, continuous improvement and delivery excellence.

About You:

The successful candidate will be an experienced in managing capital programmes within a complex manufacturing environments (eg; pharmaceutical, biotechnology, FMCG, food, chemical).  You will bring strong technical judgement, project governance discipline, financial awareness and the ability to manage internal and external teams (safely and compliantly).  You will be comfortable operating in a complex cross-functional site role, balancing delivery pace with quality, safety, compliance, and business continuity (to ensure the capital investment delivers clear value for the site and for patients).

About Barnard Castle:

GSK Barnard Castle is a key secondary manufacturing site.  We have invested heavily in industry 4.0 state of the art bespoke equipment to support sustained new product introductions and volume increases.  As a key supplier of some of GSK’s products the site contributes revenues of ~$2Bn annually.

Basic Qualifications:

• Relevant degree-qualification (eg; Engineering, Project Management, Construction Management or related technical discipline) and / or strong relevant experience.

• Demonstrated ability/knowledge in engineering and project delivery (ideally gained from working within a highly-regulated industry).

• Financial and commercial awareness.

• Experience managing internal stakeholders, as well as external partners, contractors and suppliers.

Preferred Qualifications:

• IEng status or working towards chartered status
