Department 411 – Life Cycle Support Programs

Life Cycle Support Programs is the program office for the Hull Planning Yard. In this capacity we are responsible for administering both the OMNIBUS and Spare Parts BOA contracts that provide life cycle support for all active duty submarine classes.  We oversee tasking to design system updates and upgrades, maintain configuration control, provide Integrated Logistics Support documentation, kit and manufacture shipboard alteration packages as well as deliver spare parts to the naval supply system.


Role Overview

Planning Yard Programs is seeking a Program Representative to coordinate the development of products under the OMNIBUS contract supporting Ohio, Virginia, Seawolf and Columbia Classes. This role involves heavy collaboration with NAVSEA Program Office, Finance, Planning, Engineering, Design, ILS and both internal and external management. The successful candidate will work closely with leadership to ensure proper metrics and discussions are in place to effectively manage Products under the OMNIBUS Program.


As the Cognizant Program Representative, the candidate will be responsible for the successful execution of Project Schedules under the OMNIBUS contract. The candidate will have the opportunity to assist Technical Teams with completion of Ship Alterations, Selected Record and other miscellaneous products. In this role, the successful candidate will serve as a point of communication between Electric Boat and NAVSEA to secure funding, report schedule/spending and will coordinate internally with stakeholders to ensure the Project Goals are achieved and drive favorable performance. This position carries a high level of exposure and is critical to fleet readiness and the long-term success of the Hull Planning Yard Programs.


The candidate must be able to work independently on multiple projects at a time. Assignments will vary in urgency, priority and visibility. The candidate must be very organized, procedurally compliant, and possess excellent written and verbal communication skills as well as strong presentation building skills.


Key Responsibilities

  • Develop creative solutions to cross-functional, Program level issues
  • Preparation, submittal and management of Hull Planning Yard / Fleet Support tasking
  • Coordinate with Planning Yard personnel in proper tasking and funding for Planning Yard Projects
  • Ensure all efforts fall within the bound of the current contract
  • Drive tasking to completion in a timely and cost-effective manner
  • Create and present briefs to both internal and external leadership
  • Ensure the successful execution of the OMNIBUS Contract
Qualifications

Required

  • Bachelor's Degree or higher in Business Management, Data Analytics, Business Administration or a related field or an equivalent combination of education, training, and experience. 
  • Up to 9 years of program office related experience (tasking, tracking, funding, scheduling, or reporting)
  • Experience using Microsoft Office Suite
  • Ability to obtain and maintain a Secret Security Clearance through the DoD

Preferred

  • Prior Navy experience (especially on submarines)
  • Experience in managing client relationships and handling client issues
  • Experience in Earned Value Management
  • Experience working with schedule planning tools
