Role Overview

We are seeking an experienced Program Manager to lead large-scale, high-profile, and complex programs. This role focuses on driving end-to-end program delivery, ensuring alignment with organizational standards, and managing multi-project environments while maintaining accountability for cost, schedule, and performance.


Key Responsibilities

  • Provide leadership and oversight for complex, enterprise-wide programs and initiatives
  • Manage full program lifecycle: strategy, planning, execution, and transition to operations
  • Lead and coordinate multidisciplinary teams, including multiple Project Managers and matrix resources
  • Monitor program scope, cost, risk, schedule, governance, and overall performance
  • Identify and manage interdependencies across projects and external programs
  • Develop and manage complex budgets involving multiple funding sources
  • Analyze risks and issues, communicate with senior executives, and recommend mitigation strategies
  • Facilitate stakeholder engagement, consultations, and consensus-building activities
  • Provide program and portfolio reporting to diverse stakeholder groups
  • Drive change management strategies to support adoption and minimize resistance
  • Promote innovation in business processes, technologies, and program delivery
  • Ensure adherence to program management standards, methodologies, and best practices
  • Lead communication efforts, including program updates and stakeholder reporting
  • Foster strong relationships with internal teams and external partners
  • Capture lessons learned to improve future program delivery

  • Proven program management experience

Required Experience

  • 5+ years of experience in program management or a related leadership role
  • Demonstrated ability to manage large, complex programs and portfolios
  • Experience with program budgeting, forecasting, and financial management
  • Strong knowledge of project/program management methodologies (e.g., PMI, PMLC)
  • Experience managing risks, issues, and stakeholder expectations at senior levels
  • Proven ability to lead organizational change initiatives
  • Experience developing business and technical requirements

Desired Skills and Experience

  • Knowledge of public sector procurement processes and governance frameworks
  • Experience with solution integration, APIs, and digital transformation initiatives
  • Familiarity with agile and iterative delivery methodologies
  • Experience with vendor management and procurement processes
  • Understanding of accessibility standards and regulatory requirements (e.g., AODA)
  • Experience delivering presentations to executive audiences
  • Background in large-scale IT or public sector programs
