Role Overview
We are seeking an experienced Program Manager to lead
large-scale, high-profile, and complex programs. This role focuses on driving
end-to-end program delivery, ensuring alignment with organizational standards,
and managing multi-project environments while maintaining accountability for
cost, schedule, and performance.
Key Responsibilities
- Provide
leadership and oversight for complex, enterprise-wide programs and
initiatives
- Manage
full program lifecycle: strategy, planning, execution, and transition to
operations
- Lead
and coordinate multidisciplinary teams, including multiple Project
Managers and matrix resources
- Monitor
program scope, cost, risk, schedule, governance, and overall performance
- Identify
and manage interdependencies across projects and external programs
- Develop
and manage complex budgets involving multiple funding sources
- Analyze
risks and issues, communicate with senior executives, and recommend
mitigation strategies
- Facilitate
stakeholder engagement, consultations, and consensus-building activities
- Provide
program and portfolio reporting to diverse stakeholder groups
- Drive
change management strategies to support adoption and minimize resistance
- Promote
innovation in business processes, technologies, and program delivery
- Ensure
adherence to program management standards, methodologies, and best
practices
- Lead
communication efforts, including program updates and stakeholder reporting
- Foster
strong relationships with internal teams and external partners
- Capture
lessons learned to improve future program delivery

Required Experience
- 5+
years of experience in program management or a related leadership role
- Demonstrated
ability to manage large, complex programs and portfolios
- Experience
with program budgeting, forecasting, and financial management
- Strong
knowledge of project/program management methodologies (e.g., PMI, PMLC)
- Experience
managing risks, issues, and stakeholder expectations at senior levels
- Proven
ability to lead organizational change initiatives
- Experience
developing business and technical requirements
Desired Skills and Experience
- Knowledge
of public sector procurement processes and governance frameworks
- Experience
with solution integration, APIs, and digital transformation initiatives
- Familiarity
with agile and iterative delivery methodologies
- Experience
with vendor management and procurement processes
- Understanding
of accessibility standards and regulatory requirements (e.g., AODA)
- Experience
delivering presentations to executive audiences
- Background
in large-scale IT or public sector programs
