The Role

Responsibilities:

  • Lead development and execution of the Overtime & Contractor Usage Compliance Initiative work plan, including governance structure, reporting cadence, and system/process implementation.
  • Oversee end-to-end reporting for contractor headcount, internal overtime utilization, and weekly matching obligations.
  • Partner with Work & Resource Planning teams to ensure alignment of overtime data and schedules, staffing levels, contractor deployment, and workforce forecasts.
  • Manage cross-functional teams to identify data gaps, ensure accuracy of contractor headcount feeds, implement necessary process improvements, and validate compliance with contractual rules.
  • Develop and publish recurring reports, dashboards, and leadership summaries that support executive visibility into contractor headcounts, internal overtime hours, trends, variances, and compliance indicators.
  • Collaborate with Labor Relations to interpret contractual requirements, develop standardized definitions, develop documentation and ensure consistent implementation across all headquarters.
  • Facilitate operational working sessions to drive alignment, resolve data discrepancies, clarify responsibilities, and embed process changes.
  • Engage with Analytics partners to define requirements for system enhancements, data pipelines, interfaces, and reporting tools supporting the program.
  • Develop program communication materials, training content, onboarding guides, and change-management documentation for end users.
  • Support audit readiness through documentation of business rules, data logic, exception handling, and quality-control steps.

  • This position pays between $91,000 - $130,000 annually and is an exempt (or non-exempt) position. Benefits offered include company-sponsored medical, dental, vision, and 401(k) plan with company match. Also offered are tuition reimbursement, voluntary life, disability, critical illness, accident and hospitalization plans. HSA or FSA medical accounts and FSA dependent care and transportation/parking accounts are also available. These benefits are subject to employee contribution amounts generally set annually. Full-time employees are eligible to earn PTO hours. May be eligible for discretionary bonus as determined by the company.]

Minimum Requirements:

  •  Bachelor's degree or equivalent experience.

  • 6 years of job-related experience.

  • Demonstrated experience in program implementation, reporting, data governance, or operational process management.

  • Strong communication skills and ability to present findings to various audiences.

  • Ability to work independently, manage multiple workstreams, and develop solutions to moderately complex issues.

  • Proficiency with Microsoft Office (Excel, PowerPoint, Word), analytics dashboards, and data visualization tools.

Preferred Qualifications:

  • Prior experience in electric or gas utility operations.

  • Knowledge of bargaining-unit labor agreements, overtime and contractor usage requirements.

  • Experience developing business cases and presenting program recommendations.

  • PMP certification preferred.

  • Strong analytical skills with ability to interpret complex data sets and processes.
