Job Summary

The Program Manager will act as a liaison among the department and different programs' staff, supervisors and leadership to ensure that all procurement and planning activities comply with state requirements, meet programmatic needs, and proceed according to schedule.

Job Description

We are looking for a Program Manager to lead and manage the review, and release of the program's Management System RFP, ensuring full compliance with state procurement processes and policies. This position will be full-time and hybrid.
What You'll Do

  • Develop and manage an RFP to engage a project management team for the management/oversight to support contract implementation

  • Coordinate with Department Procurement, IT, and the program leadership to align technical and programmatic requirements

  • Assist in developing evaluation criteria, reviewer guidance, and documentation for proposal scoring

  • Facilitate communication between program staff, procurement officials, and vendors

  • Translate business and technical requirements into clear, actionable documentation (e.g., Business Requirements Documents, Functional Requirements Documents)

  • Maintain complete, current, and well-organized documentation of all procurement and implementation planning activities

  • Collaborate with team members to understand organizational and operational challenges

  • Support the transition from procurement to implementation by identifying dependencies, milestones, and resource needs

  • Develop governance and reporting structures for vendor performance monitoring

  • Identify potential risks to schedule, cost, and compliance, and propose mitigation strategies

  • Prepare project timelines, deliverable schedules, and progress reports

  • Track action items, decisions, and follow-ups from meetings

  • Support the development of training materials, user manuals, and process documentation as needed during transition

  • Provide regular updates to program leadership and ensure alignment with NJEIS goals and federal Part C requirements

  • Ensure all project documentation is complete, current, and appropriately stored

  • Create meeting agendas to formalize topics for discussion and share meeting minutes for review

What You'll Need

  • Experience in project management and working with mid and senior management and stakeholders in an organization.

  • Expertise with project management tools such as MS Project.

Physical Demands

  • Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards

  • Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.

  • Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor

$98 per hour

The pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
