About the Position

Dexis Professional Services (Dexis) is seeking a Contract Program Manager (PM) who will be responsible for the management and oversight of contract performance supporting the Defense Innovation Unit (DIU). The PM will provide management, direction, administration, quality assurance, and leadership of the execution of a task order (TO), including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance. The PM shall be responsible for the quality and efficiency of the TO, including technical issues and business processes. The PM will retain the authority to make decisions for Dexis in response to Government issues, concerns, and comments, as well as be proactive in alerting the Government to potential contractual, programmatic, and resource limitation issues.

The Defense Innovation Unit (DIU) facilitates collaborative partnerships between the Department of War (DoW), venture-backed technology companies, and other non-traditional innovation communities to expand the national security innovation base and address national security challenges. Doing so enables the DoW to leverage its unique acquisition process, reducing procurement timelines, and accelerating the integration of commercial solutions into defense operations. The DIU enterprise encompasses expertise, capabilities, and relationships across several commercial technology areas; public and private sectors; academia; and other communities of interest both United States (U.S.)-based and internationally.

The PM will oversee a contract providing back-office support services for DIU, so DIU can meet its objectives of accelerating the identification, acquisition, prototype, and transition of stable commercial technologies across the DoW, thus, delivering innovation at commercial speeds and greater scale with an emphasis on solutions most effective in a joint-warfighting environment. The contract will provide support in the areas of information technology (IT), security and facilities, contracting and acquisitions, program management support, strategic communications, Congressional affairs, resource management, human resources, office of the general counsel, and records management.

The position requires an active Top Secret clearance with SCI eligibility and will be based in Mountain View, CA at DIU’s headquarters location with flexibility to travel to other DIU sites including within the National Capital Region. This position is contingent upon contract award.

Responsibilities
  • Oversee contract execution, ensuring compliance with contract objectives.
  • Manage relationships with the client.
  • Lead a large, geographically dispersed and multidisciplinary team, ensuring collaboration, coordination, and clear internal team communication.
  • Ensure deliverables, products, services, and personnel meet government needs and expectations.
  • Provide innovative approaches to team management.
  • Provide technical support, leadership, and creation of processes in execution of the contract.
  • Lead quality assurance and technical excellence of work on the contract and team; ensure deliverables and products are delivered timely and of quality acceptable to both the client and Dexis.
  • Identify and mitigate schedule, performance, technical, and financial risks.
  • Conduct cost monitoring and variance analysis.
Qualifications 
  • Bachelor’s degree from an accredited college or university.
  • Active Top Secret security clearance with SCI eligibility.
  • At least five (5) years of program management experience within the last ten (10) years supporting large staffing efforts or projects of similar scope and complexity for the DoW, including support for operations, information management, and innovation of technologies.
  • Demonstrated experience leading multi-disciplinary teams, managing schedules, tracking deliverables, mitigating risks, and supporting senior government stakeholders, preferably at DIU.
  • Experience supporting DIU enterprise support functions and organizational operations, including with familiarity of contract support across the organization.
  • Experience implementing and utilizing program management tools and software solutions.
  • A current Project Management Institute (PMI) Project Management Professional or Program Management Professional (PgMP) certification.
  • Exceptional client relationship management and executive communication skills.
Preferred Qualifications 
  • Master of Business Administration (MBA) from an accredited college/university.
  • 10 years of experience managing DoW projects of similar scope and complexity.
  • Private-sector experience working with defense technology companies, nontraditional defense contractors, venture-backed firms, or organizations supporting the defense innovation ecosystem.
  • Demonstrated ability to build and maintain relationships with senior government, military, industry, and acquisition stakeholders associated with the DIU enterprise.
  • Familiarity with the Defense Innovation Unit (DIU), defense acquisition pathways, commercial technology transition, and public-private partnership models.
