Torch Technologies has an exciting opportunity for a Program Manager, Senior located in Kettering, OH (Dayton, WPAFB) to support our EPASS GB contract.
As part of the AFLCMC/GB Business and Enterprise Systems Directorate (BES), the Tech Data (Technical Data Systems) manage Air Force systems and activity used to acquire, author, publish, distribute, and store technical data. Our systems provide the warfighter with user friendly, technically accurate, and up to date digital data at the point of use. Our systems
include the following four programs and one Air Force level activity:
JEDMICS Joint Engineering Data Management and Information Control System. (Original PID 2494) JEDMICS is a non-ACAT, joint program led by the Navy. JEDMICS provides a repository system for the storage and retrieval of many types of engineering, manufacturing, and other technical data. The program is in the sustainment phase of the acquisition life cycle.
TMSS Technical Manuals Specifications and Standards (designated AF activity). (Original PID 2495)TMSS activity is a DoD mandated Standardization Management Activity (SMA) for the Air Force. HQ AFMC is the designated lead command for the Air Force in ensuring
compliance with all Defense Standardization Program (DSP) 4120.24 standardization directives and directs the activity through its AFLCMC/GBS Technical Data Program Office and HQ AFMC/A4FI TO Policy Office. The TMSS Preparing Activity (AF Code 16), acting as a technical extension of the TO Policy Office, produces and maintains specifications, standards, and associated SGML and XML digital templates.
ETIMS - Enhanced Technical Information Management System. (Original PID 2496) ETIMS is the AF Defense Business System for managing Technical Orders (TO) and Computer Program Identification Numbers (CPIN); managing TO/CPIN Accounts; managing TO/CPIN distribution and printing of paper TOs; and managing, storing, distributing, and viewing electronic TOs (eTOs). The overall ETIMS Enterprise Capability is provided by four (4) major components: ETIMS Content Management (ECM), Interfaces (Defense Logistics Agency (DLA) Document Services, Reliability and Maintainability Information System (REMIS), Security Assistance Technical Order Data System (SATODS), and Technical Order Authoring and Publishing (TOAP), Cloud One and ETIMS software.
As a Program Manager, Senior your duties will include the following, but are not limited to:
Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs;
Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action;
Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans;
Abilities to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment;
Abilities to formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives;
Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Report (MAR);
Abilities to support program management reviews, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews; and,
Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management.
Required Qualifications:
U.S. Citizenship
Advanced Degree (MA/MS) in Business Administration, Management Information Systems or other relevant discipline and 10 years of experience, 5 of which must be in the DoW, or
BA/BS Degree in Business Administration, Management Information Systems or other relevant discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW, or,
15 years of directly related experience with proper certifications, 8 of which must be in the DoW.
Must possess the advanced knowledge, experience and recognized ability to be considered highly skilled in their technical/professional field.
Must possesses the ability to perform tasks independently and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline.
Must demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).
Candidate must possess and maintain a T1/NACI clearance.
Preferred Qualifications:
PMI Certified Program Management Professional (PMP)
Agile Certifications
Must be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.)
Must be familiar with using MS Teams and MS SharePoint for project collaboration
Experience with managing Air Force Risk Management process in support of the acquisition process
A working understanding of Agile Development
Familiarity with Atlassian Tools; Jira and Confluence
Prior experience with DoW Acquisition programs under DoW 5000.02 or 5000.75 policy
