Description of Work

The NC State Highway Patrol is seeking an enthusiastic team member to join our Investigative Services Unit Dealer Section as a Program Coordinator III. The Program Coordinator reviews dealer and sales representatives applicants, process dealer and renewal packets for potential fraud, perform and review background checks on newly and prior licensed dealers and sale representatives.

Key Responsibilities include but are not limited to:

  • Handle complex questions from citizens, dealers and sale representatives, Transportation Network Company operators, other state agencies, law enforcement officers, and the Division of Motor Vehicle and State Highway Patrol employees through electronic means, telephone, and in-person interactions.
  • Responsible for citing statutory requirements and providing interpretations of the North Carolina laws, codes and agency policies that govern dealer licensing.
  • Responsible for completing the daily deposit and rectifying any exceptions, if present, and maintaining all records and files.
  • Manage, assign, and order dealer license plate inventory for the branch, manage the hearing decision orders and civil penalty assessment process for dealers and sales representatives, permit transportation network companies, complete and maintain backlog reports, and assist in law enforcement investigations.
  • Manage all incoming mail, stuff renewal packets monthly, sort and stuff dealer and sales representative licenses daily.
  • Ability to review and proofread documents sent to the unit for accuracy and completeness in conformance with North Carolina laws, coded and agency policies that govern dealer licensing.
  • Working knowledge of all systems, North Carolina laws, administrative codes, and agency policies and procedures pertaining to the licensing and permitting of motor vehicle dealers, sales representatives and transportation network companies.

  • The ideal candidate for this position is a team player who thrives under a heavy workload and has prior experience reviewing DCI background checks.
  • Basic knowledge of State Highway Patrol operations and polices.
  • Experience with programs and applications used by members assigned to the Dealer Section, e.g. STARS, SADLS, INovah, OneDrive, MS Outlook, Adobe Acrobat Pro, MS Teams, Remote Deposit Capture etc.
  • Working knowledge of standard office equipment including, but not limited to, computers, printers, telephones, fax machines, scanners, teller scan bank systems, calculators, and copiers.
  • Working knowledge and proficiency in Microsoft Office applications and relevant internet-based platforms used for licensing, regulatory compliance, and permitting processes across various industries.
  • Basic knowledge of accounting practices specific to money management.
  • Knowledge of North Carolina General Statutes and Administrative Code pertaining to automotive dealership licensing and operation, industry-specific rules and regulations, and relevant departmental and divisional policy and procedures.
  • Experience interpreting and explaining policy and procedures, rules, regulations, and/or laws to a diverse clientele.
  • Experience working in a team environment, collaborating, communicating, and meeting shared goals.

Typical work schedule: Monday-Friday; 8:00am-5:00pm

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution

and

two (2) years of experience related to the area of assignment;

or

an equivalent combination of training and experience.

The North Carolina State Highway Patrol's Investigative Services Unit works to prevent auto theft, enforces rules for automobile dealerships and inspection stations, and protects citizens against different types of fraud.

The Dealer Section of the Patrol serves a vital role in the regulation and oversight of motor vehicle dealerships and related entities across the state. Central to their responsibilities is the processing of various licenses mandated by General Statute § 20-287(a) and 20-288. This involves the thorough review and processing of license applications to ensure compliance with regulatory requirements

outlined in state statutes. These licenses include those for motor vehicle dealers, motor vehicle sales representatives, manufacturers, factory branches, factory representatives, distributors, distributor branches, distributor representatives, and transportation network companies.

Veteran’s and National Guard Preference
