Job Summary
JCS Solutions LLC seeks a Program Control & Compliance Analyst to strengthen enterprise-wide quality, compliance, and program-delivery oversight across its portfolio of federal contracts. Sitting above the individual programs, this role ensures contract deliverables are met on time and to standard, administers the company’s quality and compliance framework, coordinates monthly program management reviews, and maintains the corporate past performance repository that underpins CPARS management and future proposals. The analyst serves as a cross-functional connector among Program Management, Contracts, and Executive leadership.

What you will do:
Quality & Compliance Management
- Administer and maintain the company’s Quality Management System (QMS), aligned to ISO and CMMI principles.
- Develop, document, and enforce standardized processes, templates, and quality standards across all active contracts.
- Conduct internal quality reviews and compliance checks against FAR/DFARS and contract-specific requirements; track corrective actions to closure.
- Support internal and external audits (e.g., DCAA, agency reviews) by preparing documentation and evidence.
- Maintain a consolidated deliverables tracker covering CDRLs/SDRLs, milestones, and due dates spanning the full contract portfolio.
- Monitor deliverable status, flag at-risk items early, and coordinate with Program Managers to ensure on-time, compliant submission.
- Standardize deliverable formats and apply quality gates prior to client submission.
- Establish and run a recurring Program Management Review (PMR) cadence across contracts.
- Collect status inputs from Program Managers and consolidate them into leadership-ready dashboards and reports.
- Track action items, risks, and issues to resolution, and prepare portfolio-level roll-ups for the CEO and executive team.
- Own and maintain the corporate past performance repository in SharePoint, keeping contract references, CPARS evaluations, and performance narratives current.
- Draft and update past performance write-ups using Program Manager inputs and monthly review data.
- Curate reusable, proposal-ready content and ensure version control, access governance, and data accuracy.
- Serve as a liaison among Program Management, Contracts, and Executive leadership on delivery, quality, and compliance matters.
- Recommend process improvements and support the maturation of the corporate PMO function.
- Bachelor’s degree in Business Administration, Management, or a related field — or equivalent professional experience.
- Three or more years of experience in program control, contracts administration, compliance, or PMO support within a federal government contracting environment.
- Working knowledge of the federal contracting lifecycle, FAR/DFARS, and deliverable (CDRL) management.
- Familiarity with past performance documentation.
- Proficiency with Microsoft 365 — SharePoint, Excel, Word, and Teams — including document and knowledge management.
- Strong organizational skills and attention to detail, with the ability to manage multiple deadlines across concurrent contracts.
- Excellent written and verbal communication skills.

- PMP, CAPM, or PgMP certification.
- Federal contracts credentials

- U.S. citizenship; ability to obtain and maintain a U.S. Government security clearance may be required based on contract assignment.
