Description
We are seeking Program Analysts to provide financial, budgetary, performance, and program-management support for NAVFAC Northwest construction programs.
The Program Analyst will assist Government management with budget execution, funding documentation, financial analysis, program metrics, reporting, and identification of potential program execution issues.
Responsibilities
- Review and analyze construction program budgets.
- Monitor program obligations and expenditures.
- Prepare weekly and quarterly budget status reports.
- Coordinate funding documents between Government comptroller organizations and customers/service providers.
- Process and track funding adjustments.
- Identify potential budget or program-execution problems.
- Assist management in developing and tracking performance metrics.
- Research and retrieve program performance information.
- Develop reports, charts, graphs, briefings, and trend analyses.
- Monitor compliance with NAVFAC program-management guidance.
- Prepare issue papers and management recommendations.
- Assist with program planning, analysis, and evaluation.
- Support program-management data calls.
- Maintain accurate program and financial records.
Requirements
- Bachelor's degree in any field required.
- Business-related degree preferred by the PWS.
- Knowledge of NAVFAC's facility-management organization.
- Experience supporting financial management, budgeting, program analysis, or similar functions.
- Experience with NAVFAC financial management systems or comparable Government financial systems.
- Strong computer skills and proficiency with Microsoft Office, particularly Excel.
- Ability to learn and work within systems such as FIS, COGNOS, STARS-FL, SABRS, WAWF, eContracts, eProjects, MAXIMO and CFMS.
- Strong written and verbal communication skills.
- Experience preparing reports, correspondence, presentations, and management briefings.
- Ability to obtain required Government access/security eligibility.
- U.S. citizenship unless otherwise approved by the Government
