Nakupuna Companies seeks a Program Analyst to support U.S. Department of State global health policy and foreign affairs objectives. The position will advance U.S. interests by engaging directly with U.S. embassy foreign assistance health teams to support implementation of the America First Global Health Strategy (AFGHS) for sustainable health programming, ensuring alignment with U.S. policy objectives, and supporting effective health program implementation.

The Program Analyst (Africa Region) will serve as a primary action officer and policy advisor for global health issues in several sub-Saharan African countries. The position will coordinate with the GHSD Bureau’s extended country support team, work with Department of State officers, clear Department and interagency actions, analyze complex international health developments, develop policy and programmatic recommendations, and represent U.S. positions in bilateral engagements with respective countries. 

Job Duties Include:   

  • Support the drafting, review, and negotiation of GHSD health implementation and operational plans for assigned countries, working directly with embassy and bureau staff  
  • Coordinate the implementation of signed MOUs, tracking progress, and ensuring compliance with agreed terms  
  • Facilitate engagement and communication between U.S. government stakeholders and other relevant counterparts  
  • Organize and participate in meetings, briefings, and events related to multi-year plan activities  
  • Prepare reports, updates, and briefing materials for senior leadership  
  • Identify and address challenges or barriers to effective MOU implementation  

Deliverables:   

  • Draft and/or clear action memoranda, policy documents, implementation guidance, and related correspondence   
  • Draft and/or clear policy analyses, position papers, decision-support materials, briefings, talking points, and Congressional testimony   
  • Global health situation assessments and portfolio analyses with actionable policy and program recommendations   
  • Negotiation positions, strategies, interventions, and meeting readouts for multilateral and interagency engagements   
  • Program effectiveness assessments and recommendations for adjustments to foreign assistance programming   
  • Regular progress reports and a final summary report detailing achievements, challenges, lessons learned, and recommendations  

Qualifications

Skills/Qualifications: Demonstrated ability to operate effectively in complex, sensitive, and rapidly evolving foreign policy environments. Strong analytical, diplomatic, organizational, and communication skills, with the ability to advise senior officials and advance U.S. positions across diverse audiences.   

  • Health foreign assistance program and management experience  
  • Strong understanding of diplomatic engagement and regional dynamics in the Africa region  
  • Excellent organizational, communication, and stakeholder engagement skills  
  • Ability to coordinate across multiple teams and manage competing priorities  
  • Team orientation and can-do attitude with excellent communication and interpersonal skills 
  • Proficiency in French, Portuguese, or other relevant regional languages preferred  

Education and Experience:   

  • Bachelor’s degree or higher in Public Health/Health Sciences, International Relations, Public Administration, African Studies, or a related field  
  • Minimum 5 years of experience in the international health or development arena, preferably with experience in the Africa region although other regional experience considered 

  

Work Schedule and Location: Position is full-time, 40 hours per week (Monday-Friday) in Washington, DC  

Travel: Occasional domestic and international travel required, including travel to meetings, conferences, and multilateral engagements (10-25% international travel).    

Clearance Requirements: Secret clearance required. Must be a U.S. citizen.  


The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $98,500 to $116,000 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
