The Windows + Devices Fundamentals team builds and operates data platforms and backend services that help teams improve Windows performance, power efficiency, and reliability. We connect signals from labs and the installed base to trustworthy metrics, actionable diagnostics, and measurable improvements in responsiveness, battery life, memory efficiency, and device health.
We are looking for a Product Manager II to own a data and services product area, from understanding the problem through delivery, adoption, and improvement. You will work closely with engineering, data science, and partner PMs to make data trustworthy, services useful, and insights actionable. This role combines hands-on analysis with product ownership: asking the right questions, defining clear requirements, and following through until the work makes a measurable difference.

Responsibilities
- Own a feature area: Understand the needs of teams using our data and services. Define problem statements, requirements, success measures, and acceptance criteria; prioritize the backlog within the team's broader roadmap.
- Measurement and analysis: Define scoped metrics, queries, baselines, and cohorts. Use SQL/KQL to investigate product-health movements; work with data science and engineering to understand statistical uncertainty and separate customer regressions from data or population changes.
- Improve data quality: Partner with engineering on instrumentation, schemas, and ingestion-to-consumption pipeline requirements. Define checks for completeness, correctness, freshness, and schema changes; incorporate privacy and security needs into the feature plan.
- Build useful service experiences: Define requirements for service APIs, dashboards, alerts, and diagnostic workflows. Use partner feedback to improve onboarding, documentation, self-service, and automation that reduces manual analysis.
- Ground decisions in fundamentals: Use measures such as responsiveness, memory usage, battery life, crashes, and hangs to prioritize customer problems. Help teams identify regressions across device and silicon cohorts and assess improvements.
- Deliver with partners: Coordinate milestones, dependencies, and risks for your feature area. Work with engineering on safe rollout, release criteria, monitoring, and service-health guardrails; communicate blockers and resolve issues early.
- Learn from operation: Track adoption, data quality, and service health after release. Use partner feedback and operational findings to prioritize improvements in usability, reliability, latency, and cost.
- Communicate clearly: Explain findings, progress, and tradeoffs to partner teams. Document decisions and open questions, seek different perspectives, and contribute to an inclusive, collaborative team.
Qualifications
Required/Minimum Qualifications:
- Bachelor's Degree AND 2+ years experience in product/service/program management or software development.
- OR equivalent experience.

Other Requirements: Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred Qualifications:
- Bachelor's degree in Computer Science, Engineering, or a related technical field, or equivalent practical experience.
- 3+ years of experience in product management, program management, software engineering, data engineering, or a related technical role.
- Experience defining and delivering a data, analytics, or service feature with engineering partners, including requirements and measures of success.
- Experience using SQL, Kusto Query Language (KQL), or equivalent tools to analyze data and support product decisions.
- Understanding of data pipelines, APIs, and basic service-health metrics, with the ability to turn technical findings and customer feedback into actionable requirements.
- Foundational understanding of performance, power efficiency, or reliability, and how these affect customer experience.
- Experience with telemetry, diagnostics, dashboards, or experiments used to identify problems and evaluate improvements.
- Familiarity with Kusto, Azure or comparable cloud data platforms, monitoring, and service-level objectives.
- Experience with Windows, operating systems, devices, or applications where responsiveness, battery life, and stability matter.
- Experience collaborating with engineering and data science on data-quality, privacy, or security requirements.
- Exposure to statistical analysis, anomaly detection, automation, or AI-assisted diagnostic workflows.
