Position Summary
Samsung’s product innovation, quality excellence, and global market competitiveness are driven by strategic partnerships with industry-leading suppliers.
The department, Europe IPC (International Procurement Centre) is responsible for sensing the market, identifying and securing cutting-edge component and material suppliers, and managing the ongoing supply flow across the EMEA region for Samsung’s world-renowned product lines (Smartphones, TVs, Home Appliances, and next-generation smart devices).
We are seeking a commercially astute, technically minded Procurement Specialist to join our team. In this role,
you will act as the key commercial bridge between European technology innovators and our Global Headquarters (HQ).
The position covers the full procurement cycle in near-equal parts: hands-on operational execution in Supply Chain Management (SCM), front-line Strategic Sourcing and Supplier Business Development, and actionable Market Intelligence (MI) reporting.
Role and Responsibilities
The position is structured across three core disciplines that together cover the full procurement lifecycle. Market Intelligence senses the market, Strategic Sourcing turns these insights into new supplier partnerships, and SCM manages the business flow once a supplier is active. The three are weighted almost equally, with SCM forming the core of daily operations:
1. Supply Chain Management (SCM) & Operations (~ 35%)
Managing the day-to-day business flow with active suppliers: post-award transactional execution in ERP, intercompany order-to-cash workflows, and on-site shortage troubleshooting.
- End-to-End ERP Order Management: Execute the core procurement transaction cycle in the ERP system:Receive incoming Purchase Orders (POs) from HQ Procurement.Issue formal POs and confirmed production/shipping schedules to European suppliers upon HQ confirmation.
- Logistics & Forwarder Coordination: Book and coordinate shipments through designated global freight forwarders; align shipping schedules and oversee export/customs documentation (Invoice, B/L, COO) to ensure on-time delivery to global manufacturing plants.
- On-Site Supply Shortage Troubleshooting: Directly address critical component shortages, delivery delays, and quality bottlenecks. Conduct rapid on-site troubleshooting visits at supplier manufacturing sites, actively coordinating interventions until full supply resolution is achieved.
- Post-Award Vendor Governance: Track operational SCM KPIs (on-time delivery, RTP, fill rate), reconcile invoice/payment discrepancies, and manage claims in close coordination with Finance.
2. Strategic Sourcing & Business Development (~ 35%)
Turning market insight into new supplier partnerships: external partner engagement, initial technical screening, commercial negotiations, HQ project adoption and commercial design-wins.
- Supplier Discovery & Direct Engagement: Proactively identify, reach out to, and engage with leading European component manufacturers, raw material suppliers, and hardware technology innovators.
- Initial Technical Screening: Assess and screen a candidate company's preliminary technical capabilities, competitiveness, and readiness prior to commercial evaluation.
- HQ Proposal & Project Adoption: Package preliminary technical findings into persuasive proposals for HQ R&D and Procurement teams (internal customers); support and shepherd the qualification process to achieve formal project adoption and commercialisation (design wins).
- Commercial Evaluation & Negotiations: Lead RFQ/RFP processes, conduct Cost Breakdown (CBD) analyses, benchmark pricing structures, and negotiate commercial contract terms, pricing models, Non-Disclosure Agreements (NDAs), and Purchasing Agreements.
- Supplier Visits & Audits: Conduct on-site vendor visits and factory evaluations across Europe to verify production scale, capacity, and quality management.
3. Market Intelligence (MI) & Ecosystem Sensing (~ 30%)
Sensing the market and delivering structured intelligence that feeds Executive’s Sourcing and SCM decisions.
- Structured Intelligence Reporting: Author and publish concise, insightful market intelligence reports, complemented by MI seminars, tailored to support HQ Procurement executive leadership, Europe IPC peers and SCM operations.
- Market & Supply Chain Sensing: Continuously monitor macro industry movements, supplier capacity changes, raw material and logistics pricing trends, and regional regulatory shifts across the EMEA region.
- Pre-emptive Risk Identification: Detect potential supply bottlenecks, geopolitical risks, natural disaster–driven SCM/logistics disruptions, and financial vulnerabilities early, providing actionable leverage for HQ’s contingency planning and sourcing negotiations.
