The Department of Public Safety (DPS) is seeking an experienced Procurement Specialist II professional to join the Purchasing & Logistics Team in Raleigh, NC. 
This is an INTERNAL POSTING open ONLY to current North Carolina State Government and UNC System employees and eligible RIF candidates.  Temporary employees are also eligible to apply.

The Procurement Specialist II performs purchasing responsibilities for a major group of services and commodities within a large State Agency. Primary assignment will be procurement agent for several specialty and/or technical items, especially in specification development and vendor identification, along with a wide variety of more standard commodities/services.
Job responsibilities include, but may not be limited, to the following:
• Review authorized requisitions
• Make determination of appropriate acquisition procedure (order against existing State Contract, quote, bid, forward to State Purchase and Contract) based on nature of requisition item(s) and dollar amounts as authorized by State Law
• Preparations of purchase orders
• Coordinate execution of purchase agreements.
• Maintaining records and preparing reports.
• Ability to establish and maintain effective working relationships with departmental personnel and manufacturer' representatives.
• Ability to apply and interpret established rules and regulations
This position has been identified as essential and will be required to work during declared state of emergencies and adverse weather conditions. This position requires the employee to be punctual and have good attendance to effectively perform the required duties.
The primary purpose of the Department of Public Safety is the efficient and effective Administration of the Department of Public Safety Budgetary Management, Financial Management, Procurement, and other services, consistent with the N.C. General Statutes, State Budget Fiscal Policies and Procedures, State Purchasing and Contract Administrative Code, DPS Fiscal Policies and Procedures, and Generally Acceptable Accounting Principles and Practices.
The purpose of the organizational unit of Purchasing and Logistics is to provide Comprehensive procurement of goods and/or services to the entire Department of Public Safety in six primary functional areas: Purchasing of Goods and Services; Real Property Lease and Acquisitions; Fleet Management; Auxiliary Support Services / Law Enforcement Support Services (LESS) Office; and DNA Evidence Collection of Anonymous Sexual Assault Kits.
The Fleet Management Section is responsible for over 800 vehicles rented from Motor Fleet Management or owned by the Department. This section is responsible for the scheduling of repairs, fuel, and replacement of vehicles for the various Divisions within DPS.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $ 47,703.00- $65,000.00

This is a full-time position (40 hours per week) with State Benefits, including paid vacation, paid sick leave, paid holidays, retirement, and health insurance. We value our employees and are committed to providing flexibility in work schedules. This position qualifies for teleworking on a part-time basis as part of the State Telework Program.

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.   

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

  Transcripts  

·       Attaching transcripts is optional; however, we recommend applicants attach unofficial transcripts to assist in providing credit for education including in substituting education gained for experience. Additionally, qualifying for some positions may require validating hours of coursework in a specific field of study and transcripts are crucial to awarding credit. Degrees and transcripts must be achieved from an appropriately accredited college or university.

  Military Experience   

·       Applicants seeking Veteran's Preference must attach a DD-214 Form (Certificate of Release or Discharge from Active Duty that includes Character of Discharge - Member 4 or Service 2 form) to the application.  

·       Applicants seeking National Guard Preference:   A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).   A former member of the North Carolina National Guard who served for at least 6 years and was discharged under honorable conditions must attach either a DD256 or NGB 22.
