The Principal Proposal & Contracts Manager is responsible for the planning, organizing, strategy, and execution of proactive and reactive proposal development for all Federal opportunities.  This role will support our sales and presales organization and will work directly with Sales and cross-functional team members to lead winning proposal engagements.  Additionally, this role will be designated as the SEWP VI Program Manager and will have overall responsibility for managing the Optiv + ClearShark’s participation and performance under the NASA Solutions for Enterprise-Wide Procurement (SEWP) VI Government-Wide Acquisition Contract (GWAC). This position will serve as the primary point of contact for Optiv + ClearShark’s SEWP VI program and will coordinate contract compliance, program operations, task-order activities, reporting, customer engagement, and internal resources.

How you’ll make an impact
  • Own and manage Optiv + ClearShark’s proposal process, from initial awareness through the delivery of a completed response and follow-up BAFO and presentations 
  • Perform detailed analysis and deconstruction of RFx documents, develop detailed compliance and responsibility matrices 
  • Accountable for ensuring both the process and the response meets and complies with all Federal regulations, specifically focus on Federal Contract Info (FCI), CUI and other privacy requirements 
  • Accountable for monitoring and reporting on proposal metrics especially as it relates to contractual SLA’s etc. 
  • Be the principal author of responses working with other teams to collaborate on required content 
  • Collaborate with members of pursuit team to develop strategy / win themes 
  • Ability to assemble, lead, and motivate a pursuit team consisting of a wide range of stakeholders in support of strategy sessions, proposal kickoffs, proposal product reviews, and transition meetings 
  • Serve as the point of contact for procurement queries with stakeholders  
  • Attends required training to continuously build technical and industry knowledge 
  • Challenge team to elevate and innovate in Optiv + ClearShark’s response approach 
  • Takes ownership of miscellaneous action items, tasking and assignments 
  • Helps facilitate and respond to new action items
  • Serve as the primary company point of contact for the SEWP VI program and coordinate communications with the NASA SEWP PMO.
  • Maintain overall accountability for SEWP VI contract performance, compliance, deliverables, and program milestones.
  • Interpret and implement SEWP VI contract requirements, policies, procedures, and program guidance.
  • Maintain a SEWP VI compliance calendar and ensure required submissions, certifications, reports, and deliverables are completed accurately and on time.
  • Monitor contract modifications, updates, policy changes, technology refresh requirements, and other SEWP VI program changes.
  • Coordinate internal responses to NASA SEWP PMO requests, reviews, audits, and program initiatives.
  • Maintain appropriate contract documentation, records, and program files.
  • Support identification, qualification, and pursuit of SEWP VI task-order opportunities.
  • Coordinate with Inside Sales Team and Client Directors on SEWP VI opportunities.
  • Review solicitations and task-order requirements for contract scope, compliance, eligibility, and risk.
  • Support development of compliant quotes, proposals, and task-order responses.
  • Coordinate internal reviews and ensure proposal submissions meet SEWP VI and customer requirements.
  • Track opportunities from initial identification through award and performance.
  • Maintain a pipeline and reporting process for SEWP VI business opportunities.
  • Ensure Optiv + ClearShark practices remain compliant with SEWP VI contractual requirements and applicable Federal acquisition regulations.
  • Monitor subcontractor and teaming-partner compliance, where applicable.
  • Track required certifications, representations, supply-chain requirements, and other contractual obligations.
  • Identify potential contractual, operational, financial, or performance risks and escalate issues to leadership.
  • Establish and maintain internal SEWP VI procedures, controls, and standard operating procedures.
  • Coordinate corrective actions when compliance or performance issues are identified.
  • Coordinate SEWP VI operational activities across Contracts, Finance, Sales, Program Management, IT, Security, and Operations.
  • Oversee internal processes associated with SEWP VI orders, task orders, reporting, invoicing, and contract administration.
  • Support administration of SEWP-related systems, portals, accounts, and authorized users.
  • Monitor task-order and contract performance metrics.
  • Develop dashboards and management reports covering pipeline, awards, revenue, compliance, performance, and upcoming deadlines.
  • Support customer and contract-holder meetings, training, conferences, and SEWP program events.
  • Coordinate required financial and program reporting associated with SEWP VI.
  • Monitor contract-related fees, reporting requirements, and financial obligations.
  • Track task-order financial performance, revenue, backlog, and forecast information.
  • Provide regular SEWP VI program status reports to executive leadership.
  • Develop performance metrics and recommend process improvements.
  • Establish productive working relationships with Federal customers, Contracting Officers, SEWP PMO personnel, prime contractors, subcontractors, and teaming partners.
  • Support customer engagement and account-management activities related to SEWP VI.
  • Coordinate responses to customer questions and requests.
  • Ensure consistent communication among internal and external stakeholders.
  • Represent the Optiv + ClearShark at SEWP VI meetings, conferences, orientations, industry events, and other program activities.

What we’re looking for

  • 5+ years of experience in Federal contracting, government contracting, program management, contracts administration, business development, or a related field.
  • Demonstrated experience supporting a Federal Government contract vehicle such as a GWAC, IDIQ, GSA Schedule, BPAs, or agency-specific contract.
  • Working knowledge of Federal acquisition processes and government contracting terminology.
  • Strong understanding of contract compliance, task-order management, proposal support, and contract administration.
  • Ability to work independently to drive completion of complex Responses under very tight timeframes and security restrictions 
  • High level of fluency in MS Word, MS Excel, PowerPoint and Outlook and medium skill level in other MS Office suite applications 
  • Exceptional ability to edit for content, grammar, spelling and punctuation specific to US Public Sector usage 
  • Demonstrated ability to manage multiple priorities, deadlines, stakeholders, and cross-functional teams.
  • Strong written, verbal, analytical, and organizational skills.
  • Ability to work independently and communicate effectively with executive leadership and government customers.
  • U.S. citizenship with Optiv + ClearShark and contract requirements.
  • Ability to manage time and meet deadlines.
