Purpose
- To provide team leadership
and expertise for Project Information Management (PIM) and control across Client
portfolio of brownfield capital expenditure projects, ensuring that all project
and engineering information is accurate, controlled, compliant, and fully
integrated into Client asset information ecosystem.
- The role is critical to
safe brownfield execution, regulatory compliance, and seamless handover of project
information to Operations and Maintenance within an LNG facility operating
environment.
- This role supports
functional leadership of the document/data controls team, drives
standardization and continuous improvement, and acts as a champion of best
practice for document and data integrity across the project portfolio.

1. Portfolio Governance & Functional Authority:

Ø Support TPS/6 to define, maintain, and drive
compliance to Client Project Information Management standards aligned with:
Ø Client Project Delivery Framework
Ø Asset Information Management System (AIMS)
Ø Asset Management Systems (AMS - MIDS)

19650 principles
• Support the PIM Lead (TPS/6) in the creation of
basic IM structures, contents, and templates for the development of Project IM
strategies/Plans.
• Work with TPS/6 to develop and maintain the suite
of PIM procedures, work instructions, templates, etc., such as Document Control
& Management Procedure, Data Control procedure, etc.
• Ensure consistent application of standards across
multiple PC/EPC/EPCM contractors.
· Functional
Oversight
Ø Act as a Team Lead for project information across all
TD projects.
Ø Facilitate the data control process in the capital
project and undertake a role of the ‘Data Coordinator.
Ø Supports and guide Front End Engineers, Project
Integration Engineers and Project Engineers to develop and maintain Project IM
Strategies and the IM Plan ensuring compliance with the relevant global
standards and solutions e.g. DEP Engineering Information Specification (DEP
EIS).
2. Brownfield Project Information Management
· Oversee
end-to-end control of:
Ø Engineering, procurement, construction,
commissioning, and modification documentation
Ø Engineering and Construction/Field Management of
Change (MOC) records
Ø Tie-in packages, redlines, and as-built updates
•
Ensure document control processes explicitly support:
Ø Project work in live LNG process areas
Ø SIMOPS and permit-to-work interfaces
Ø Regulatory and safety-critical documentation needs
for project activities.
3. Contractor & Vendor Management
· Define and
embed document control requirements in:
Ø PC/EPC/EPCM contracts
Ø Call-off engineering contracts
Ø Vendor data requirements
• Review
contractor Document Control Plans for suitability and alignment to NLNG
requirements.
• Monitor contractor compliance and intervene where
quality or timeliness is at risk
• Provide support and guidance to contractors on NLNG
document controls and PIM requirements and systems.
• Monitor and report contractor performance in
project information management.
• Interface with contractor to resolve document
control issues.
• Support TPS/6 to ensure that the IM requirements
are included in the design / execution contracts through the contract-specific
IM Scope of Work and Information Specification if required.
• Facilitate the development of the Document
Deliverable Matrix (DDM) and Data Deliverables for Projects
4. Systems & Digital Information Management
· Ensure
alignment between:
Ø Project information systems such as ASSAI, and Client
Asset Information Systems (PACER, SAP, SharePoint, and other Engineering Data
Repositories)
• Support the
TPS/6 team in ensuring metadata discipline, data quality, and traceability for
project document and information deliverables.
• Provide
expert guidance for continuous improvement and digital transformation
initiatives in document and Information management- for instance in adoption of
new tools or refined process of work.
5. Team Leadership & Capability Development
· Lead and
develop a team of Document Control and PIM Engineers
· Support
Provide TPS/6 in defining competency standards and role clarity
· Provide
coaching, mentoring, and performance management

7. Assurance, Risk & Audit
· Support
internal and external audits
· Provide
evidence for stage gate reviews, assurance reviews, and regulatory inspections,
investigations and audits.
· Identify and
mitigate information management risks impacting project metrics:
Ø Safety, Schedule, Cost, Asset integrity, Quality
· Maintaining a
risk register for document control and PIM activities
· Ensure that
all document control activities can be audited, with clear records of changes, approvals,
and handovers.
· Capturing
lessons learned from each project close-out to drive continuous improvement in document
control and PIM processes.
· Develop Key
Performance Indicators (KPIs) to gauge document turnaround time, audit
findings, contractor compliance rates etc.
· Support TPS/6
to Develop basic metrics for assessing the compliance of control information
with the IMDDP processes and procedures.
· Ensure that
the project IM requirements are implemented by contractors and that the
compliance is tested regularly.
8. Handover & Close-Out
· Support,
facilitate and guide the Project Leaders in the effective handover of the
project information and any related tools in line with NLNG requirements and
procedure.
· Support the
Project to Asset handover process with complete, accurate and assured as-built documentation.
Requirements
Education
· B.Sc./HND
in Engineering, Sciences or Management.
Experience
· 12 -15 years
post-graduation experience in document control and Project Information
Management in an oil and gas company. With
at least 5-8 years specifically in pipeline construction and 3-5 yeas in a
principal role or in a similar role for portfolio of projects and good
knowledge of the Oil and Gas industry
Competences
- Advanced MS Excel
and Power BI for data analysis and reporting- Skill Competence
- Must have managed at
least 5 major projects at different phases - Skill Competence
- Use of Assai Web
& Admin, share Point, PACER – Skill Competence
- Understand the
fundamentals of the Opportunity Standards (ORS). Project
- Management
Frameworks (PMFs) the Discipline Control and Assurance Framework (DCAF) and
