Detroit Defense is seeking a Pricing Specialist to develop competitive, compliant pricing for proposals in pursuit of U.S. Government contract and task order awards. The Pricing Specialist coordinates with the proposal team to gather the data needed to estimate labor, material, travel, subcontracts, and other direct costs (ODCs) applicable to each effort. This individual will build pricing that captures all anticipated costs and achieves target margins, developed in accordance with solicitation requirements, with supporting documentation recorded and maintained. 

The ideal candidate is self-motivated, detail-oriented, analytically strong, and action-oriented, with the ability to work efficiently against challenging deadlines in a compliance-driven environment. 

Essential Duties and Responsibilities:

  • Evaluates solicitations for all areas applicable to pricing and coordinates with Contracts to devise questions when conflicts or ambiguities are identified. 
  • Participates in proposal development and pricing strategy meetings. 
  • Coordinates with Capture and Business Development to attain a complete Basis of Estimate (BOE) for labor hour, material, subcontract, and travel requirements. 
  • Builds and maintains pricing models that apply the company's approved indirect rate structure (fringe, overhead, and G&A) and forward pricing rates. 
  • Collaborates with Capture and Subcontracts to develop complete Requests for Quotes to prospective subcontractors in accordance with company policy and applicable purchasing  and Government regulations. 
  • Performs cost and price reasonableness analysis, including subcontractor cost/price analysis, to ensure all applicable costs are incorporated and target margins can be achieved. 
  • Develops pricing assumptions, financial summaries, cash flow analysis, and risk and opportunity assessments. 
  • Writes detailed Cost Narratives and supporting cost volume content in support of proposed prices and in accordance with solicitation requirements. 
  • Supports responses to Government cost Evaluation Notices (ENs), fact-finding requests, and audit inquiries. 
  • Benchmarks labor categories and rates against market and published Government sources to support price competitiveness and reasonableness. 
  • Maintains organized records of pricing methodologies, assumptions, and support documentation for each proposal. 
  • Enters and updates opportunities in company pricing and enterprise systems and tracking logs.      
  • Prepares ad-hoc reports and analysis to present to, or respond to inquiries from, the proposal team.

Requirements

  • Minimum 3-5 years of experience pricing U.S. Government solicitations.
  • Experience developing pricing proposals that include direct hires, incumbent/existing staff, and subcontracted labor. 
  • Experience developing Cost Narratives and responding to Government cost Evaluation Notices. 
  • Experience drafting Requests for Quotes and performing cost/price analysis. 
  • Working knowledge of FAR and DFARS compliance, and of contract types including CPFF, FFP, FPLOE, and T&M. 
  • Working understanding of indirect rate structures (fringe, overhead, G&A) and their application in proposal pricing. 
  • Experience with, or exposure to, certified cost or pricing data (TINA) submissions to the Government. 
  • Advanced MS Excel skills, including building and auditing pricing models. 
  • Strong analytical skills and attention to detail. 
  • Ability to work productively both independently and as part of a team to meet challenging deadlines. 
  • Action-oriented, with the ability to work in a fast-paced environment. 
  • Ability to obtain and maintain a Common Access Card (CAC).

Preferred: 

  • Bachelor's degree from an accredited college or university in business, finance, accounting, or a related field. 
  • Must be eligible to obtain a U.S. Government security clearance. 
  • Familiarity with CAS compliance and with CPIF and IDIQ/task-order contract structures.
  • Experience supporting DCAA audits and working within a DCAA-approved accounting system.
  • Experience with Deltek Costpoint or a comparable ERP/cost accounting system.
  • Experience with cost estimating and pricing tools.
  • Familiarity with GSA Schedule pricing and labor-category benchmarking.
