Applies GAAP, FAR Part 31, and Cost Accounting Standards to ensure compliant cost allocation and documentation. Supports audits, incurred cost submissions, internal controls, Costpoint testing, and process improvements while collaborating with Procurement, Payroll, Program Finance, and Contracts.

Supports government cost accounting in Deltek Costpoint, including indirect cost pool and rate reconciliations, cost allowability reviews, organization structure maintenance, data integrity checks, journal entries, and month-end close. Prepares schedules and reconciliations for annual Incurred Cost Submissions using the DCAA ICE model, supports audits, and applies FAR Part 31 principles and Cost Accounting Standards. Works with the Controller, FP&A, Program Finance, and Contracts teams to maintain compliant, accurate, audit-ready cost structures.

Develops compliant, competitive pricing for U.S. Government proposals and task orders. Builds pricing models covering labor, materials, travel, subcontracts, indirect rates, margins, and escalation. Performs cost and price analysis, prepares cost narratives, supports audits and Government evaluation inquiries, benchmarks labor rates, and maintains proposal pricing documentation. Requires strong Excel, Government contracting, indirect-rate, and cost-accounting expertise, plus eligibility for a Secret clearance and CAC.

Leads business development and customer relationship growth for Navy software and systems engineering services. Identifies, shapes, and captures opportunities; develops customer intelligence; leads solution strategies and proposal content; collaborates with engineering, contracts, finance, and program management; and monitors portfolio delivery. Requires extensive defense services business development experience, DoD acquisition knowledge, Shipley familiarity, customer relationships, and eligibility for a Secret clearance up to Top Secret.

Leads enterprise FP&A, budgeting, forecasting, cash-flow modeling, treasury support, executive reporting, KPI development, and strategic financial analysis. Partners with business leaders on performance management, M&A due diligence, pricing, capital allocation, and operational decisions. Applies FAR, DFARS, government-contracting cost principles, indirect-rate structures, and DCAA audit requirements within a defense environment. Builds scalable processes, improves reporting automation, and mentors finance professionals.

Lead end-to-end systems engineering for mission-critical defense hardware and software solutions. Responsibilities include architecture and roadmap guidance, requirements and interface documentation, design and technical reviews, hardware-software integration, test strategy and validation, configuration management, field deployment, training, demonstrations, customer engagement, and mentoring junior engineers. The role requires extensive cross-functional collaboration and domestic or international travel to customer sites.

Develops and maintains software test plans, procedures, requirements, and reports. Conducts software and regression testing before releases, identifies and tracks defects, performs root cause analysis, and builds test automation tools using TestComplete, TestExecute, and Playwright. Collaborates with test engineers and software developers while independently evaluating software and documentation quality.

Own the Vehicle Modernization product portfolio: define configurations, enforce configuration discipline, and maintain multi-year roadmap. Drive product economics and P&L visibility, govern exceptions, reduce variant complexity, and align Engineering, Programs, and Business Development to enable predictable execution and next-generation modernization kits.
