The Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) is a grant program that prepares the healthcare delivery system to save lives during emergencies that exceed the day-to-day capacity of healthcare and emergency response systems. This program enables the formation of public-private partnerships among multiple types of healthcare, public health, and emergency management organizations through healthcare coalitions (HCCs), which are networks of individual public and private healthcare and response organizations partnering to conduct preparedness activities and collaborating to ensure each member has what it needs to respond to disasters and emergencies. 

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position.

Division Overview:

The Office of Emergency Preparedness and Response (OEPR) promotes DOHMH’s and NYC’s ability to prepare for, respond to, and recover from health emergencies through the coordination of agency-wide emergency preparedness planning, training and exercises and through regular engagement with communities as well as city, state and federal partners. OEPR is responsible for ensuring DOHMH is in a constant state of readiness as well as preparing NYC’s healthcare system to respond to any type of emergency. 

Bureau Overview:

OEPR’s Bureau of Emergency Field Operations builds effective, flexible public health emergency field response infrastructure by developing and maintaining scenario-specific and all-hazards plans, building, maintaining, and documenting the logistics, operational, training and staffing capacity to support and execute those plans, and engaging in continuous quality improvement.

The POD Planner's role will support preparedness for biological incidents requiring the rapid dispensing of medications to the public. This includes working with the healthcare system to ensure clients requiring alternative medications are referred to the appropriate healthcare providers.

Job Description:

DOHMH has an opening for a Point of Dispensing (POD) Planner, reporting to the Mass Prophylaxis Plan Manager, within the Planning and Training Unit, to lead the refinement of POD operational materials to respond to public health emergencies requiring the rapid dispensing of medications to the public.

This position will

Duties:

  • Further develop POD Planning and Operational Documents, including the POD Procedure Guides, POD site manuals and other POD operational materials to respond to public health emergencies requiring rapid dispensing of medications to the public.
  • Support the Emergency Field Operations Training Program by serving as a Subject Matter Expert and Lead Facilitator for POD- specific trainings.
  • Assist the Field Operations Training Team in creating, updating and maintaining training resources including facilitator guides and online training content. 
  • Coordinate with internal and external partners and vendors to support citywide public health emergency preparedness efforts.
  • Respond to public health emergencies in the Citywide Health Emergency Field Operations Section and respond in other roles, as needed, for OEPR-led responses or ICS activations when the primary role is not mobilized.

Qualifications:

  • A master’s degree in emergency management, public health, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, public health, environmental/occupational health and safety, or a related specialized area.
  • Demonstrated experience managing complex projects, preferably in emergency management, public health, or government settings.
  • The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines. 

Additional Desired Qualities 

  • Exceptional communication (verbal & written) and interpersonal skills.
  • Experience working with the public health sector and coordinating projects involving multiple stakeholders.
  • Ability to coordinate a large number of projects simultaneously under pressure.
  • Experience working in emergency management is preferred.
  • Ability to work collaboratively in a cross-disciplinary team environment.
  • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.
  • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.

Additional Information:

  • This is a grant-funded position.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date. 
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties. 
  • This individual will be expected to work non-business hours during emergencies.
