This is a foundational, greenfield role responsible for establishing and running People Operations for CUBE’s Manila office as the business transitions from an Employer of Record (EOR) model to direct employment in the Philippines.
As the first People Operations hire on the ground, you will play a critical role in ensuring a smooth, compliant transition to direct hire, while setting up scalable HR processes aligned with global standards. You will act as the primary HR point of contact in Manila, driving operational excellence, compliance, and a high-quality employee experience.
This role has a direct impact on CUBE’s ability to incorporate and scale in APAC, making it both highly visible and business-critical.
Key ResponsibilitiesEOR Transition & Entity Setup (Core Focus)
Support and execute the transition from EOR to direct employment in the Philippines
Coordinate issuance of compliant employment contracts, benefits enrolment, and statutory registrations
Liaise with the EOR provider to ensure smooth employee data and process handover
Ensure all activities align with Philippine labour laws and regulatory requirements
Manage end-to-end employee lifecycle processes: onboarding, offboarding, promotions, and contract updates
Maintain accurate employee records in HR systems (e.g., HiBob), ensuring compliance with local regulations
Prepare employment documentation aligned with Philippine labour law
Deliver a seamless onboarding experience for all new hires
Provide accurate and timely inputs for monthly payroll processing
Coordinate statutory contributions (SSS, PhilHealth, Pag-IBIG) and ensure full compliance
Resolve payroll queries and validate employee data
Partner with payroll providers and internal stakeholders to ensure accuracy
Act as the primary point of contact for Manila office operations
Manage office facilities, vendors, supplies, and workspace logistics
Ensure compliance with local health & safety standards
Partner with Finance on budgeting, invoicing, and cost tracking
Support local team engagement initiatives and in-office events
Coordinate with TechOps for provisioning, tracking, and return of IT equipment
Maintain accurate asset inventory records
Ensure smooth onboarding/offboarding from an IT logistics perspective
Implement and localise globally standardised HR processes in the Philippines
Monitor process adherence and identify opportunities for improvement
Ensure compliance with data privacy regulations and internal policies
Support audits and policy implementation
Act as the first point of contact for all Manila employee HR queries
Support engagement initiatives, onboarding experience, and feedback processes
Foster a positive, inclusive, and high-performing workplace culture
Successful EOR-to-direct-hire transition with zero disruption to employees
Fully implemented HR systems (HiBob or equivalent) with accurate employee data
Localised HR processes embedded with zero compliance incidents
Accurate and timely payroll with error-free statutory contributions
Fully operational Manila office (vendors, facilities, IT asset tracking)
Strong employee experience with positive onboarding and engagement outcomes
2+ years’ experience in HR, People Operations, administration, or office management
Strong knowledge of Philippines employment law and statutory requirements (SSS, PhilHealth, Pag-IBIG, DOLE)
Proven experience managing end-to-end HR lifecycle processes
High attention to detail with strong organisational and time management skills
Ability to manage multiple stakeholders and priorities independently
Experience using HR systems (e.g., HiBob) and Microsoft Office
Strong written and verbal communication skills in English
Experience supporting EOR to direct employment transitions or entity setup
Experience in a global or multi-entity organisation
Exposure to payroll coordination, compliance, and HR systems implementation
Experience in office or facilities management
