Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distant truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers. The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.

Job Description

The People & Culture Assistant provides administrative and transactional support for the country office’s People & Culture (P&C) operations. This role is responsible for maintaining accurate personnel records, supporting recruitment and onboarding activities, coordinating logistics for training, and assisting with payroll and benefits administration. The P&C Assistant ensures high-quality customer service to staff and helps maintain compliance with P&C policies, procedures, and local labor regulations.

Job Responsibilities

  • Supports the recruitment process by posting vacancies, scheduling interviews, and preparing candidate correspondence.

  • Maintains employee records in HRIS, hard copy files and ensures completeness for personnel files.

  • Assists in the preparation of payroll and benefits documentation.

  • Provides logistical and administrative support for training, meetings, and employee engagement activities.

  • Responds to basic staff inquiries regarding P&C policies and procedures.

  • Supports compliance with labor laws through accurate recordkeeping.

  • Timekeeper for the organization, making sure all time sheets are submitted on time.

Education Qualification/ Skills & Experience

  • Bachelor’s degree in human resources, law, management or related fields.

  • At least 2 years of experience in human resources and administration with an NGO or international organization.

  • Basic understanding of human resources processes and terminology.

  • Proficiency in MS Office Suite and familiarity with databases.

  • Good organizational and time management skills.

  • Ability to maintain confidentiality and handle sensitive information with discretion.

  • Solves routine administrative and logistical issues with minimal supervision.

  • Contributes to smooth P&C operations by ensuring accurate and timely support to staff.

  • Excellent organizational, interpersonal, and communication skills.

  • Excellent proficiency in French and an acceptable level in English.

  • Ability to prepare technical documents and reports.

  • Ability to maintain professional confidentiality.

  • Ability to work in a multicultural environment.

  • Have a positive and professional attitude both inside and outside the workplace in order to promote the mission, vision, and values of the program.

  • Frequent field visits are required

  • Excellent organizational and analytical skills.

Supervision Given/Received

Reports to the Senior P&C Officer.

Travel Requirements

Rare travel may be required within the country.

The expected hiring salary range for this role is  XAF  7,000,000 - 9,000,000 for annual gross salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
