General Summary:

Responsible for: preparation and processing of biweekly in-house payroll; processing on demand checks, garnishments and payments for various payroll deductions. Ensures accuracy of payroll transactions and compliance with DART policy and payroll related federal and state laws.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Prepares and processes biweekly payroll. Performs off-schedule payments, such as replacement checks, termination pays, severance payments, bonus payments and any other miscellaneous payments.

  • Responsible for processing garnishments, levies, and various payroll deductions; Vehicle Home Storage and generating ad hoc reports.

  • Calculates final wage payments, including paid time off, vacation and sick earnings payoff to ensure that terminated employees are paid properly for all hours worked. Ensures employees are paid in compliance with federal/state laws and company policies. Ensures all documentation is properly authorized and supported according to company policies, procedures, regulatory practices and legal requirements.

  • Develops and maintains desk top procedures and other documents necessary for daily operations of the position. Maintains staff records at all times including archiving and filing. Assists in open records requests.

  • Maintain and Reconcile time and attendance records and other duties as assigned.

  • Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Associate Degree from an accredited college or university in Accounting, Business Administration, Human Resources, or related field.

  • Three (3) years experience in processing and preparing payroll to include working knowledge of rules, regulations, and guidelines.

  • Pass background investigation and credit check.

  • Must have strong computer skills; Solid knowledge of Microsoft Office applications to include Windows, word processing, spreadsheet, and database. Typical office equipment such as copier, typewriter, calculator, facsimile, etc.

  • Must have Knowledge of the following systems Lawson - Payroll, Crystal Report Writer and Kronos Time and Attendance.

  • Ability to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

  • Orchestrate multiple activities at once to accomplish a goal. Uses resources effectively and efficiently. Arranges information and files in a useful manner.

  • Ability to use his/her time effectively and efficiently. Values time. Concentrates his/her efforts on the more important priorities.

  • Good verbal and written communication skills; Ability to work collaboratively with other departments.

  • Good Interpersonal skills to effectively communicate with all levels, both inside and outside of the agency.

  • Strong organizational skills are required to identify and prioritize deadlines across multiple assignments. Attention to detail and deadline oriented.

  • Has excellent analytical ability to find solutions to problems.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.

Skills Required
