Provides executive leadership for a public transit agency’s capital program, overseeing planning, environmental review, design, construction, activation, and closeout of complex infrastructure projects. Manages multidisciplinary teams, budgets, schedules, risks, contracts, funding, regulatory compliance, consultants, contractors, and stakeholder relationships. Represents capital delivery before boards, governments, regulators, communities, and funding partners while promoting safety, accountability, innovation, and continuous improvement.

Leads DART’s enterprise procurement services, including contracting, purchasing, materials management, vendor management, and supplier diversity. Establishes procurement strategy, governance, compliance standards, budgets, performance measures, and workforce plans. Advises executive leaders and the Board, manages risk and major contracts, develops procurement talent, and advances strategic sourcing, analytics, technology modernization, process improvement, and stakeholder partnerships.

The Executive Vice President and Chief Communications Officer leads enterprise communications, marketing, public relations, business development, brand strategy, customer engagement, and internal communications. The role advises executive leadership and the board, manages communications teams, develops media and crisis strategies, oversees stakeholder relations and digital content, strengthens employee engagement, and represents the agency publicly. The position requires strategic leadership across a public-sector transportation organization and responsibility for reputation, culture, customer-focused messaging, and organizational growth.

Provides strategic leadership for transit asset management, state-of-good-repair initiatives, reliability engineering, resiliency projects, and the Dallas Streetcar program. Oversees lifecycle planning, condition assessments, capital programs, budgets, compliance, procurements, engineering reviews, testing, commissioning, and contractor performance. Advises executive leadership on asset condition, risk-based investments, and system reliability while coordinating with internal departments, regulators, consultants, contractors, and external stakeholders.

Leads DART’s agency-wide risk management programs, including insurance, liability claims, medical compliance, substance abuse testing, disability, workers’ compensation, and FMLA administration. Identifies operational and project risks, develops mitigation strategies, oversees claims and third-party administrators, ensures regulatory compliance, manages budgets and actuarial analyses, advises on applicable laws, and directs professional staff and policy development.

Analyzes operational contracts and documents for financial risk, develops insurance requirements, manages certificates and renewals, coordinates claims and deductible recovery, supports insurance budgeting and reporting, and works with brokers, carriers, contractors, and departments. Conducts insurance and loss-control training, coordinates facility inspections, monitors policy and premium activity, and oversees claims related to commuter rail operations.
