Leidos’ Payroll services team is seeking a qualified; outcome and solution-oriented Payroll Operations Manager to lead US payroll operations. This position will be responsible for providing support related to payroll processing, tax support, audit requests, status reporting, special projects, and other duties as assigned. This role reports to the Director of US Payroll.
The payroll operations manager will lead a team of professionals focused on processing Leidos payroll for 40,000 employees, Costpoint payroll accounting, timesheets, and assist with providing support the Time and Pay solution center. The manager will support the continued development, streamlining, and automation of operational processes and procedures. The payroll manager will also lead the learning and development of the team. The payroll team handles complex union, federal contracting standards, expat, and other special pay situations for US based employees on missions around the world.
Primary Responsibilities:
Payroll Processing and Management
- Lead seven payroll team members, the team consists of the following team members; Senior Payroll Specialists Payroll Specialists, and Costpoint Payroll Specialist, to ensure accurate and timely execution of work.
- Drive a culture of service excellence within the team, promoting “World Class” customer service.
- Review daily work performance of direct reports to understand progress and address gaps as needed.
- Evaluate recommendations and lead the implementation of approved changes in the processing of payroll and Costpoint matters.
- Provide guidance on high risk, internally escalated payroll issues and discrepancies.
- Review and monitor established payroll processing metrics and manage team’s performance against the established metrics to ensure accurate payroll processing.
- Ensure accurate payroll processing, reconciliation and recordkeeping of multi-state payroll. Also, ensure accuracy of payroll deductions for employee contributions including insurance and garnishments.
- Ensure timely and accurate execution of payroll reporting processes; develop an action plan to mitigate operational risks and/or resolve escalated issues
- Closely collaborate with the HR Operations teams to support On-boarding, Benefit Enrollments, Payroll, and HR needs.
- Serve as a point of escalation for high-risk questions/issues from employees on union, federal contracting standards, expat, and other special pay situations.
- Oversee overpayment process and ensure compliance with federal, state, and local law.
- Oversee and monitor garnishment data to ensure accuracy.
- Support SOX and other compliance audits, including pre-audit and post-audit activities.
- Provides support, training, mentoring, and development to reporting staff on an ongoing basis to ensure the department performs at a maximum performance level.
- Other duties as assigned.
Special Projects
- Coordinate with Payroll System and Solutions team on special projects.
- Coordinate with Payroll System and Solutions team to update payroll standard operating procedures (SOPs), payroll process, and any additional business documents for timely payroll processing.
- Coordinate with Payroll System and Solutions team on vendor administration and management projects.
- Deployment of robotics and other automation tools to improve work flow
Required Qualifications:
- Bachelor's degree and 5+ years of payroll experience. Additional years of Payroll experience may be considered in lieu of a degree.
- Proficiency with payroll data analytics to monitor work performance information.
- Previous experience managing staff, including performance management
- Proficiency with vendor systems such as UKG, Business Intelligence Reports, and Deltek (Costpoint).
- Ability to work with government contractors which includes knowledge of applicable federal laws and regulations (SCA, DCAA, etc.).
- Ability to coordinate with internal and external business partners to achieve goals.
- Ability to lead meetings in multiple payroll functions and projects
Preferred Qualifications:
- CPP or an alternative payroll certification
- Proficiency with Microsoft Office Suite – Excel, Word, and PowerPoint.

Pay Range:Pay Range $78,000.00 - $141,000.00
