Legislative Administration is seeking a skilled Payroll and Benefits Specialist to join the Employee Services team. This role is ideal for an experienced payroll professional with knowledge of Workday payroll system, Paid Leave Oregon/Francis On-line, Public Employees’ Benefit Board programs, and the Public Employees Retirement System.
As a key member of Employee Services, your work directly supports employee satisfaction, retention, and trust. You’ll help uphold our culture of operational excellence by ensuring employees receive accurate, timely, and compassionate support throughout their employment journey.
As the first point of contact for payroll, benefits and special leaves questions, you will provide clear, reliable and timely guidance. You will support payroll processing and benefits administration with a keen eye towards accuracy and precision. This position ensures compliance with all applicable governing regulations and rules, and adherence to wage and hour laws.
Employee Services is a thoughtful, dynamic team made up of two Payroll and Benefits Specialists and four HR professionals dedicated to supporting the employees of the Legislative Branch with empathy, expertise, and a commitment to exceptional service. We value collaboration, continuous improvement, and the meaningful relationships we build with those we serve.
This non-partisan role offers the opportunity to directly influence the day‑to‑day experience of our trusted employees—anywhere from 400 to 800 individuals depending on the time of year and the needs of our elected officials. This is a full-time, continuing position located at the Oregon State Capitol. Employee Services staff enjoy a hybrid work schedule allowing for opportunities to work remotely as business needs allow.

- The Capitol building is located at 900 Court Street NE, Salem, OR 97301. - The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95% and 6% will be automatically subject to a mandatory employee contribution to PERS.

Skills Required
