Job Description:

Partnership development and compliance

  • Develop WVPNG Due Diligence Guideline (flow chart) and shared with WVPNG staff.
  • Ensure alignment to World Vision International Partnership Management Policy and Due Diligence requirements.
  • Provide or support orientation for new/ potential partners on dude diligence and other partnership compliance requirement.
  •   Conduct or work with Project team on Due Diligence assessment for existing and new partners.
  • Develop and facilitate pre-teaming agreement with Partners during project development.
  • Support compliance requirement of partners as per donor contract and GAM Compliance Checklist.
  • Provide support and oversight to Project/ Operations teams on sub-contract and agreement with partners; including guideline developments and rollout.
  • Map, identify potential partners for future collaboration.
  • Develop and facilitate strategic MoU for potential partnerships.

Partnership Strengthening: Networking, Assessment and capacity building

  • Attend and represent WV in events to map potential partners
  • Provide support for partnership collaborations and challenges
  • Lead or support Project team on Organization Capacity Assessment (OCA) and other detail assessment per need
  • Based on Due Diligence, OCA and other assessment results, develop capacity building plan in coordination with Operations/ Project teams
  • Coordinate and track capacity building progress for partners with Project/ Ops team and other departments
  • Support and/or deliver training sessions for partners
  • Provide mentoring support for partners, in coordination with Project/ Ops team and other departments
  • Ensure capacity building reports are available
  • Assess and detail opportunities to build and strengthen partner capacity
  • Provide regular updates and reviews on partner assessments and capacity

Partnership information management

  • Update and input into Partner Database in coordination with Knowledge Management & Compliance Officer
  • Ensure potential partners are reflected into Partner Database for future partners
  • Review and compile profile of each Partner; providing an overview and summary information; linked to Partner Database
  • Ensure due diligence, OCA and other compliance evidence related to partners are uploaded in Knowledge Management Database (KMS) in collaboration with Knowledge Management & Compliance Officer
  • Ensure partner capacity building progress and results are documented and stored in KMS or other online platforms
  • Track, assign number and file Partnering agreements per category

Grant Donor Compliance

  • Contribute to discussion and drafting of risk matrix during project development, especially related to partnering
  • Provide information and inputs related to partnership during donor due diligence process
  • Track compliance request and deadlines from donors
  • Support WVPNG projects to meet donor obligations and compliance
  • Support partners in understanding and meeting donor compliance requirement in Projects

WVI Partnership Compliance

  • Conduct orientation and training sessions for WVPNG staff on compliance, especially on partnership management
  • Support compliance to WVI Localization policy requirement and reporting 
  • Support compliance to WVI environment policy, including rollout of WVPNG Environmental Stewardship Policy
  • Support compliance to WVI policies and recruitments as tasked

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Bachelor’s Degree in degree in a field related to Social or Political Science, Development Studies, Law, Public Relations, Literature, Languages, or Journalism.
  • Master degree in a field related to Social or Political Science, Development Studies, Law, Public Relations, Literature, Languages, or Journalism.
  • Minimum three-year experience, preferably in development-relevant sector. 
  • Experience in compliance assessment and management, in private sector, NGOs or government
  • Experience in partnership development and/ or management 
  • Experience in capacity building and mentoring
  • Thematic knowledge is an added value: e.g., environment & climate
  • Has an extensive knowledge and experience in all areas of contracts and community development. Can thrive in a multi-cultural setting.
  • Experience in management experience.
  • Strong and demonstrated knowledge of partnership and contract principles, financial systems, and grant management.
  • Thorough knowledge of MS Office,
  • Good knowledge of financial systems
  • Good English communication skills (oral and written).
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Strong knowledge of project management, accounting practices, and donor regulations and requirements.
  • Proven ability to adapt and perform well in high-pressure and dynamic work environments and situations.
  • Fluency in English is required. Professional working proficiency in Tok Pisin is preferred.
