Overview
The Pacific Regional Program Manager provides regional leadership and contract oversight for ACES operations in Korea and Japan. The position is responsible for supporting successful phase-in, contract start-up, and ongoing execution across the Pacific region, with particular emphasis on Status of Forces Agreement (SOFA) compliance and logistical support. The individual serves as the regional On-Site Coordinator, overseeing installation-level OSCs and coordinating closely with HQ IMCOM, the local contracting command, the Contractor Program Manager, and regional employees.

Key Responsibilities

  • Provide contract oversight for ACES operations throughout Korea and Japan.
  • Serve as the regional On-Site Coordinator and provide oversight to installation OSCs.
  • Coordinate with HQ IMCOM, the local contracting command, Contractor Program Manager, and employees throughout the region.
  • Lead and track SOFA and logistical-support actions to ensure requirements are completed on time.
  • Support regional phase-in, start-up, transition, and continuity of operations.
  • Ensure regional personnel and operations remain aligned with host-country and SOFA requirements.
  • Support planning and execution associated with Non-combatant Evacuation Operations and contingency operations.
  • Maintain heightened management involvement during contract start-up and transitions between periods of performance.
  • Be prepared to have the Pacific Regional Manager function operational within five days of contract award.

Minimum Qualifications

  • Minimum five years of general managerial experience.
  • Recent experience — within the last five years — with SOFA timelines and processes.
  • Knowledge of:
    • Host-country requirements
    • SOFA requirements and processes
    • Non-combatant Evacuation Operations (NEO)
    • Contingency operations
  • Ability to work on-site at Camp Humphreys, Korea.
  • Ability to support rapid contract start-up and be operational within five days of award.

Security / Access Requirements
The contract generally requires personnel to complete the applicable NACI/NACLC process before performance and to obtain CAC access as required.

Preferred Background

  • Prior contractor, civilian, or military leadership experience in Korea and/or Japan.
  • Direct experience processing contractor personnel under Korea SOFA.
  • Familiarity with USFK, IMCOM-Pacific, installation support operations, or Army education-center environments.
  • Experience leading geographically dispersed civilian or contractor personnel.
  • Familiarity with education, training, Soldier support, or other installation-level human-services programs.

Skills Required
