Organizational Change Management - Project Manager

Sabot Consulting is seeking an Organizational Change Manager to work with our end client building a new Digital Experience Platform. Our client is currently undertaking a digital business transformation using a continuous modernization approach to updating existing systems and business processes. The outcome of this project will have a significant impact to both staff and business partners as to how they perform their work.
Responsibilities:
- Ensure the transition to the Digital Experience Platform modernization approach delivers desired results and outcomes, and that impacted staff can successfully conduct their work responsibilities using the new systems and business processes.
- Ensure change efforts are fully embedded and integrated within all areas associated with the transformation for Occupational License, Vehicle Registration, and Drivers License modules of the Digital Experience Platform, not just targeted towards one business area.
- Perform an assessment and gap analysis of current OCM business practices against industry best practices. The gap analysis will result in recommendations and an OCM plan designed to achieve a successful Digital Experience Platform Organizational Change Management program.
- Identify alternatives for Organizational Change Management program improvement, provide an OCM roadmap, define the lifecycle of organizational change management activities, and provide standards for mandatory practices determined appropriate by the DMV.
- Coordinate Digital Experience Platform OCM service development and delivery in partnership with the DMV OCM program owner and departmental support teams.
- Provide stakeholders with a tailored change strategy, plan methodology, and toolset required to deliver and support OCM objectives involving business processes and technology for the new platform.
Must Have:
- Three (3) years of FTE experience in the last seven (7) years on a project involving business process improvement, performing as-is assessments and to-be analysis and developing the activities necessary to execute process change strategies.
- Three (3) years of FTE experience in the last seven (7) years developing and delivering organizational change readiness surveys and quantitative data to measure progress towards change readiness.
- Three (3) years of FTE experience in the last seven (7) years adapting Agile methodologies to OCM-related project activities.
- Three (3) years of FTE experience in the last seven (7) years developing communications strategies to support OCM and designing, facilitating, and delivering stakeholder communication and training events, including presenting to and influencing a broad audience, including executive-level stakeholders.
- Three (3) years of FTE experience in the last seven (7) years working on stakeholder communications and engagement.
- Three (3) years of FTE experience in the last seven (7) years developing OCM plans as well as recommending strategies and methods for client staff competency development.
- Possession of a bachelor’s degree or equivalent four (4)-year combination of OCM industry-related professional experience and education. A copy of the degree must be provided.
- Certification in OCM or Change Management (such as the Association of Change Management Professionals – CCMP, Prosci – ADKAR, or other OCM certification by an accredited educational body). A copy of the Certification must be provided.
Nice to have:
- Two (2) years of FTE experience in the last seven (7) years assessing and implementing Business Plans and/or Organizational Change Plans within large (5,000 or more employees) government and/or commercial entities.
- Two (2) years of FTE experience in the last seven (7) years assessing and implementing IT strategic plans within large (5,000 or more employees) government and/or commercial entities.
- Two (2) years of FTE experience in the last seven (7) years implementing organizational change management and cultural transformation within large (5,000 or more employees) government and/or commercial entities.
- Two (2) years of FTE experience in the last seven (7) years in assessing and implementing governance methodologies and structures, including IT governance, within government and/or commercial entities.
- Five (5) years of FTE experience in the last seven (7) years facilitating meetings with high-level executives, conducting interviews and organizational assessments, and data collection and analysis.
- Possess an MBA from an accredited educational institution. Provide a copy of the degree.
- At least two (2) years of FTE experience in the last seven (7) years performing Organizational Change Management in a Motor Vehicles organization.
- Two (2) years of FTE experience in the last seven (7) years using ALM OCTANE as a requirements repository.
- Experience with Salesforce CRM
- PMP from Project Management Institute
