Conduct a four-month independent retrospective assessment of a large public-sector enterprise modernization program. Review evidence, interview implementation personnel, assess governance, architecture, integration, data, mainframe modernization, security, SDLC, testing, and operational readiness. Evaluate COBOL and PowerBuilder environments, mainframe-to-cloud migration, batch processing, scheduling, reconciliation, data synchronization, sequencing, and dependency risks. Produce domain reports, readiness assessments, executive briefings, and a final report for executive and legislative oversight.
