Primary Responsibilities:
Serve as lead architect for OCM strategy, integrating best practices and continuous improvement to drive successful adoption of clinical informatics solutions.
Oversee change impact assessments and readiness planning for clinical IT transitions.
Develop and maintain detailed, Agile-aligned OCM implementation roadmaps, linking change activities to project milestones and PI planning cycles.
Coordinate the seamless rollout of new EHR systems, interoperability tools, and process enhancements throughout the VHA enterprise.
Author and execute targeted communication campaigns (newsletters, workshops, feedback channels) emphasizing change benefits, process clarity, and safety.
Design and facilitate stakeholder engagement sessions with leaders, clinicians, and IT personnel to ensure transparency and consensus building.
Development and delivery of training programs for clinical and technical audiences, utilizing blended learning, eLearning, and live instruction.
Assess learning needs, develop customized content, and measure post-training competency and adoption.
Support PI planning, backlog prioritization, sprint reviews, and stakeholder demos to ensure OCM considerations are integrated with Agile product teams.
Collect and act on iterative feedback to refine change, training, and communications plans.
Define and report on OCM, training, and adoption metrics for executive and project steering committees.
Identify, document, and address resistance points or barriers to adoption, developing proactive mitigation strategies.
Minimum Requirements:
Bachelor’s degree in health informatics, healthcare administration, organizational development, or related field.
10 years of professional relevant experience
8+ years in change management or organizational development roles within healthcare or federal health IT programs.
5+ years implementing OCM strategies for clinical informatics systems, EHR transitions, or technology-driven interoperability projects
Demonstrated experience with Agile project delivery (e.g., Program Increment planning, backlog management, and stakeholder readiness).
Expertise applying formal OCM frameworks (e.g., Prosci, ADKAR model) to large-scale health informatics initiatives.
Proven ability to develop and deliver training and communications for clinical and technical stakeholders.
Familiarity with VA health IT platforms (VistA/CPRS, Cerner Millennium/Oracle Health) and federal interoperability standards (HL7, FHIR).
U.S. citizenship and ability to obtain/maintain a federal security clearance (Public Trust or higher).
Preferred Qualifications:
Master’s degree in health informatics, organizational leadership, project management, education, or similar discipline.
Prosci Change Management Certification (or equivalent recognized change management credential).
SAFe Practitioner, Certified Scrum Master (CSM), or comparable Agile certification.
Healthcare IT or Clinical Informatics professional certifications (e.g., CPHIMS, CAHIMS, RHIA, Board Certification in Clinical Informatics).
Recent experience leading OCM for major health IT transformations within the Department of Veterans Affairs or a comparable federal healthcare environment.
Experience integrating clinical safety standards and continuous quality improvement into OCM, training, and stakeholder outreach initiatives.
Competency in leveraging modern communication platforms and training technologies to maximize engagement and learning outcomes.
