This position provides administrative, strategic, clinical and operational leadership and support to all behavioral health services including inpatient, outpatient, addictions/substance abuse, and crisis evaluation. This individual will work collaboratively with the Medical Director(s) and senior team to develop programs to serve the behavioral health care needs of the broader community. As appropriate, this position will also provide clinical oversight to those positions that operate within the appropriate clinical scope of practice.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Bachelor of Science degree in Nursing, Mental Health, Human Services, or related field.
2. Valid Driver’s License
3. State criminal background check and Federal (if applicable), as required for regulated areas.
EXPERIENCE:
1. Eight (8) years’ mental health experience with at least five (5) years in a management  position.

PREFERRED QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1.Master’s degree in related field.
2. Doctor of Psychology.
3. Current license to practice Registered Professional Nursing in West Virginia and/or licensure in a Mental Health related field.
EXPERIENCE:
1. Ten (10) years' mental health experience with seven (7) years in a management position. 

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position.  They are not intended to be constructed as an all-inclusive list of all responsibilities and duties.  Other duties may be assigned.

1. Plans, organizes, implements and evaluates the delivery of patient care in accordance with Standards of Care, philosophy and plans of WVU Medicine.
2. Coordinates activities between the department and other hospital departments to deliver services.
3. Facilitates the development of departmental policies and procedures and standards of care.  Reviews hospital and departmental policies with staff. Enforces hospital and nursing services policies and ensures that staff is meeting the established standards of practice.
4. Directs the selection, hiring, training and development of behavioral health staff. Performs on-going performance reviews that provide objective, constructive feedback regarding strengths and opportunities for improvement, including developmental plans for each employee.
5. Develops departmental budget for personnel, material and services.  Operates department in accordance with approved budget.
6. Prepares business plans to support new programs or expansion of existing programs and seeks grant funding opportunities as appropriate to supplement program operations.
7. Responsible for the coordination, organization and delegation of the operational aspects of the department to ensure effective and efficient delivery of services.
8. Coordinates with Medical Director as assigned for faculty compensation plan, promotion and tenure process, medical staff credentialing, and advance practice provider information.
9. Participates in outreach activities in the community, i.e. Speaker's Bureau, in order to educate and/or promote good relationships. Collaborates with the private sector, community and other social service agencies to develop strategies and programs that response to the behavioral health needs of the local community.
10. Represents the hospital in local social service agency networks and participates in state and community meetings/committees that are relevant and strive to advance series and programs to address behavioral health service gaps in the community by advocating for a coordinated service delivery.
11. Facilitates the professional development of all staff and ensures competence in clinical practice. Supports the education of students in nursing, medicine and allied health professions.
12. Collaborates with medical staff and other personnel in promoting and planning optimal patient care.
13. Assures the monitoring and daily flow of all programs and addresses adaptations in accordance to the needs of the population we serve including staff schedule and all program schedules.
14. Assures compliance of the facility with Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Department of Health and Human Resources (DHHR), Bureau for Behavioral Health & Health Facilities (BBHHF), and any other state/federal Standards to include confidentiality regulations in accordance with state and federal laws.
15. Monitor quality assurance of all clinical records for participants including documentation and confidentiality.
16. Provide direct observation in the group process of the clinical program to include assessing counseling and intervention skills of all facilitators and provide feedback, training, and strategies as deemed necessary.
17. Ensures all incident reports that pertain to clinical issues are addressed in a timely manner and assess for risk factors including quality assurance issues.
18. Performs additional tasks to assure quality service to the population we serve to include but not limited to facilitating groups, carry client caseload when necessary to accommodate census and perform assigned tasks in the absence of administrative staff.
19. Assist in maintaining census in all programs through presentation at conferences, EAPs and referral sources and to include reducing AMAs and providing transition planning to all clients.
20. Leads and participates in committees and completes additional projects as assigned.
21. Assumes responsibility for the patient-focused performance improvement process engaging staff participation in multidisciplinary activities conducted for the purpose of improving the quality and reducing the cost of care. Develops and monitors appropriate operational performance measures.  Reviews outcomes and improves operational system to ensure continued improvement.

SKILLS AND ABILITIES:

1. Extensive knowledge of behavioral health systems including ancillary agencies and partners.
2. Excellent communication skills both written and verbal.
3. Ability to work collaboratively with diverse constituents including staff, leaders, medical staff and the community. Demonstrates commitment to customer service.
4. Working knowledge of and effectively able to use Microsoft products and other computer-based programs.
5. Able to perform high level conceptual analysis, formulate plans and implement them. Able to prepare complex reports, memoranda and other written materials.
6. Understand, interpret and apply laws, rules, regulations and policies related to assigned areas.
